Lucknow: The state government has taken a strict stance against more than 47,000 employees who have failed to upload their movable and immovable property details on the Manav Sampada portal. Following the government directive, the salary for January and February 2026 will not be released to such employees until they upload their property information online.
Chief Secretary Issues Directive
In this regard, Chief Secretary Sanjay Prasad Goel issued a government order on Thursday directing all department heads to ensure compliance. The order states that employees who failed to submit property details online by January 31, 2026, have been given a final opportunity until March 10, 2026.
According to the government order, employees who have not submitted their movable and immovable property information within the stipulated time must first upload the pending details on the Manav Sampada portal. Only after this will the concerned Drawing and Disbursing Officers (DDOs) initiate the salary release process.

Disciplinary Action and Career Impact
The government has clearly stated that disciplinary action may be taken against employees who failed to submit the details by the deadline. Such employees will also be excluded from consideration for promotion during the current selection year.
The order further states that employees who do not submit property details will not be eligible for Annual Pay Increment (ACP) benefits for this year. Additionally, they will not receive vigilance clearance for foreign travel, deputation, or other administrative approvals.
Administrative officials said that this measure has been taken to ensure transparency and control corruption in the public service system. The government aims to maintain an updated online record of employees’ property details to improve accountability.
Strict Implementation and Accountability of DDOs
The government order also mentions that if any employee has been paid salary for January 2026 without submitting property details, the concerned Drawing and Disbursing Officer (DDO) may face departmental action. Authorities have directed strict implementation of this policy.
The last date for uploading property details on the Manav Sampada portal has been fixed as March 10, 2026. After this deadline, no relaxation will be considered. Officials believe that this system will help maintain more organized and transparent government records.
According to the Personnel Department, this initiative is aimed at ensuring financial transparency and accountability in public administration. The government believes that maintaining an online record of employees’ property information will help prevent potential financial irregularities.
The administration has advised all employees of the concerned departments to submit their property details within the stipulated deadline to avoid any interruption in salary payment and other administrative benefits.
