Bihar Police have taken major action in a controversial drug seizure case after an investigation report exposed serious irregularities. The Economic Offences Unit (EOU) has registered an FIR against nine people, including the then in-charge officers of Suguali GRP and RPF police stations in East Champaran.
Shocking Discovery in Court Exhibit
The action was taken on the basis of reports submitted by a three-member committee constituted on the orders of the police headquarters and an ADG Railway inquiry report. Authorities have alleged attempts to fabricate evidence, commit fraud and conspire criminally in connection with the seizure.
The case is linked to Suguali Railway Police Station Case No. 04/25 registered in March 2025. At the time, police claimed to have recovered a packet containing a large quantity of charas. However, the matter took a shocking turn when the exhibit was produced before the court about two months later and the packet was found to contain bricks instead of narcotics.

Procedural Lapses Exposed
The investigation committee’s report raised serious concerns about the procedure followed in preparing the seizure list. The report stated that the timing of the FIR and the actual occurrence of the incident did not match. It also noted that despite the presence of officials, the then GRP station in-charge Soti Kumar did not sign the seizure memo.
The report further alleged that the weight and measurement certificate of the recovered material was prepared incorrectly. Investigators suspect that the original seized material may have been altered with the help of private personnel and declared as charas without physical verification.
Accused Public Servants Named
Those named in the FIR include the then Suguali GRP station in-charge Soti Kumar, RPF OP in-charge Rajiv Ratan Prasad Singh, RPF constable Govind Kumar Mahato, police inspector Prashant Kumar, GRP constable Sameer Alam, GRP constable Mohammad Zakir, RPF ASI Prabhu Hazra, RPF head constable Ritesh Prasad Verma and circle officer-cum-magistrate Kundan Kumar.
Legal Charges and Inquiry Committee
The EOU has registered the case under several sections of the Bharatiya Nyaya Sanhita (BNS) and the NDPS Act. The accused have been charged with criminal conspiracy, fabrication of false evidence and fraud.
The police headquarters had earlier formed a three-member inquiry committee comprising Motihari Additional District Magistrate Shailendra Kumar Bharati, Samastipur RPF Commandant Sheikh Jan Ahmed Jani and Muzaffarpur Railway SP Veena Kumari.
22 Serious Observations Noted
The committee’s report highlighted 22 serious observations, noting procedural lapses at multiple levels and alleging that information related to the seizure was presented in a misleading manner.
Officials said the investigation aims not only to identify those responsible but also to ensure that such incidents do not occur again. The police headquarters has stressed the need for transparency and accountability at all levels.
The investigation is currently ongoing, and further action may be taken against the accused if allegations are confirmed.
