Jaipur | December 2, 2025 – As the Special Intensive Revision (SIR) of voter lists progresses across India, cybercriminals have turned the process into a tool for fraud, targeting citizens through fake enumeration form links. These scams, circulating via social media and SMS, attempt to steal personal data and banking information under the guise of voter list updates.
Officials from the Rajasthan Cyber Crime Department warned that fraudulent messages and social media accounts are disseminating links claiming to be official SIR enumeration forms. Citizens are misled into believing that failure to fill these forms immediately could result in their names being removed from the voter list. Messages often include alarming phrases such as “your voting rights may be revoked if no immediate action is taken.”
OTP Requests and Processing Fees: How the Scam Works
Investigations reveal that clicking these links redirects users to fake websites, where scammers:
- Request OTP verification to access banking accounts
- Ask for “processing fees” via online payments
The scam network is designed to harvest personal data and drain accounts, often impersonating government officials or even electoral authorities. According to DGP Agarwal, the intent is to deceive citizens into revealing sensitive personal and financial information.
SIR Process Completely Free; Citizens Must Stay Vigilant
Election officials have reiterated that:
- Voter list updates or new entries are entirely free of cost
- No Election Commission official will request Aadhaar, PAN, bank details, OTP, or any other sensitive information through calls or messages
- Citizens should use only official websites and government mobile apps for SIR services
DGP Agarwal emphasized that any SIR updates should be submitted directly to the Booth Level Officer (BLO) to ensure authenticity.
Safety Measures While Using Public Computers
Digital safety experts have advised citizens to remain cautious when using cyber cafés or shared devices:
- Clear browser history and cache after completing any task
- Disable auto-save options for passwords and personal information
- Verify the URL security indicators such as HTTPS
- Avoid clicking on links from unknown or unsolicited sources
Officials note that increased online engagement with voter and identification services has led to a surge in phishing attacks, making awareness and vigilance critical.
Report Suspicious Activity Immediately
Citizens encountering suspicious links, calls, or messages are urged to report promptly to:
- Local Police Station
- Cyber Police Station
- National helpline 1930
- www.cybercrime.gov.in
Prompt reporting helps safeguard personal information and assists law enforcement in curbing cybercrime networks.
Misuse of Voting Rights as a Psychological Tool
Experts highlight that scammers exploit the sensitive nature of voting rights, using fear tactics such as “your name will be deleted; you will lose voting rights”. Awareness of voter rights combined with digital literacy is critical to ensure citizens participate in democratic processes safely.
