Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has directed officials to ensure justice for victims in an alleged builder fraud case after receiving a complaint during the Janata Darshan programme. The complainant alleged that a builder operating in Ghaziabad, Meerut and Noida cheated multiple homebuyers by allegedly registering the same flat in the names of different purchasers.
Taking note of the complaint, the Chief Minister instructed the concerned authorities to conduct a detailed inquiry into the allegations. He said that if the investigation establishes wrongdoing by the builder, strict legal action should be taken and affected homebuyers should receive justice in accordance with the law.
According to the complaint submitted during the public grievance hearing, the builder allegedly sold or allotted the same residential unit to multiple buyers, causing financial losses and prolonged hardship to those who invested in the project. Officials have been directed to verify the claims and examine all relevant property records and transactions.

Apart from the builder fraud complaint, several other grievances related to alleged cheating, illegal land encroachment and criminal intimidation were also raised before the Chief Minister during the Janata Darshan. He instructed officials to investigate every complaint impartially and ensure prompt legal action wherever violations are found.
The Chief Minister also emphasized that individuals accused of illegally occupying land and threatening rightful owners should face stringent action if the allegations are substantiated during investigation. He reiterated that criminal activities and unlawful encroachments would not be tolerated and asked the police and district administration to respond swiftly to such complaints.
Officials were further directed to expedite investigations into cases involving property disputes, fraud and illegal encroachments so that victims receive timely relief while those found responsible are prosecuted under the applicable provisions of law.
Real estate experts note that property fraud remains one of the most common forms of financial crime in the housing sector. Unscrupulous developers or intermediaries may allegedly sell the same property to multiple buyers, conceal legal disputes, or misrepresent ownership and project approvals, leading to significant financial losses for purchasers.
Renowned cybercrime expert and former IPS officer Prof. Triveni Singh said that although builder fraud is primarily a property-related offence, many such schemes increasingly involve digital payments, forged electronic documents and online communication. He advised prospective homebuyers to independently verify land ownership records, project approvals, regulatory registrations and title documents before making payments. He also recommended conducting all transactions through traceable banking channels and preserving documentary evidence to safeguard legal rights in case of disputes.
Legal experts advise buyers to verify ownership records with the relevant land and development authorities, examine encumbrance certificates, confirm regulatory approvals and review sale agreements carefully before finalising any real estate transaction. They also recommend obtaining independent legal due diligence, particularly in high-value property purchases.
The state government has indicated that complaints received through the Janata Darshan mechanism will continue to be monitored to ensure timely disposal. Authorities will now examine the allegations made against the builder, and any further legal action will depend on the findings of the ongoing inquiry. At present, the allegations remain under investigation, and the outcome will be determined through the due legal process.
