Who Is FBI’s Most Wanted in US-Iran Smuggling Scheme, Rs 124 Crore Reward Offered

The Federal Bureau of Investigation (FBI) is actively searching for Baoxia “Emily” Liu, who is accused of orchestrating a sophisticated smuggling operation involving US-origin electronic components. Authorities allege that Liu participated in a years-long conspiracy to illegally export sensitive American technology to Iran, bypassing US export regulations.

According to investigators, Liu and her associates routed these controlled components through China and Hong Kong before ultimately delivering them to Iranian military-linked entities, including those affiliated with the Islamic Revolutionary Guard Corps (IRGC) and Iran’s Ministry of Defense and Armed Forces Logistics (MODAFL). These entities are responsible for developing missiles, military aircraft, and unmanned aerial vehicles (UAVs), technologies that pose significant security concerns.

In response to her alleged actions, a federal arrest warrant was issued on January 30, 2024, by the United States District Court for the District of Columbia. She faces multiple charges, including conspiracy, unlawful export, smuggling, sanctions violations, and submitting false export information.

The US Department of State’s Rewards for Justice Program is offering a reward of up to Rs 124 crore (approximately $15 million) for information leading to the capture of individuals involved in IRGC financial networks, including Liu and her alleged accomplice, Yanlai Zhong.

Authorities believe Liu may have connections in China and Iran and could be seeking refuge in either country.
