Avneesh Awasthi, advisor to Chief Minister Yogi Adityanath, served as the chief guest and highlighted the depth of reforms underway in the state’s police force. He noted that the Uttar Pradesh Police is now operating under an 11-point action plan emphasizing zero tolerance for crime, women’s empowerment, cybercrime prevention, and the effective use of artificial intelligence. “Initiatives such as ‘Mission Shakti’ and the establishment of cyber units in every district exemplify the state’s commitment to positioning Uttar Pradesh as a national leader in technology-driven law enforcement,” Awasthi said.

Industry leaders and security experts also shared their perspectives. Former State DGP R.P. Singh stressed the importance of policy and governance reforms in enabling smart policing. Ex-SP and cybercrime expert Professor Triveni Singh provided an in-depth analysis of cybercrime, AI analytics, and digital forensics, explaining how modern technologies can make investigations faster, more transparent, and more effective. He also emphasized the legal and ethical frameworks required to address the growing challenges posed by cybercrime.

Additionally, Major Virat Mishra discussed innovative community policing models, while Deepak Singh from IIT Lucknow offered a detailed overview of digital evidence and cyber forensic techniques. Former IG Bareilly, Rajesh Pandey, highlighted the legal and ethical complexities involved in modern policing, and Naveen Arora, ADG (Technical Services), showcased best practices adopted by the Uttar Pradesh Police through award-winning programs.
