Gorakhpur: An inquiry conducted under the directive of the Uttar Pradesh Up-Lokayukta has confirmed three allegations of administrative irregularities against Dr. Ram Kumar Jaiswal, the former principal of Baba Raghav Das (BRD) Medical College. The confirmed findings point to procedural breaches regarding the extension granted to testing agency POCT, appointments of contractual personnel and staff nurses, and tenure extensions sanctioned for contractual workers. The findings have intensified the possibility of disciplinary proceedings and administrative action against the former principal.

The investigation originated from a formal petition submitted to the Up-Lokayukta by Right to Information activist Ajit Pratap Singh, a resident of Basti district. The complainant had leveled accusations across twelve specific points, claiming that established administrative protocols and official guidelines were circumvented during Dr. Jaiswal’s tenure to grant discretionary approvals. Following the submission, the Up-Lokayukta directed the divisional commissioner to form an independent panel to verify the claims. A three-member inquiry committee was subsequently constituted under the chairmanship of the Chief Development Officer of Kushinagar. The panel examined administrative records and procedures over a span of nine months before submitting its comprehensive findings to the Up-Lokayukta.

Inquiry Panel Confirms Breaches in Diagnostic Testing Contract

Among the charges substantiated during the probe, the procedural handling of diagnostic service contracts emerged as a central issue. The committee verified that the term of private firm POCT, which was engaged to conduct pathology blood and urine tests for patients at the medical college, was extended in contravention of existing rules. Official protocols required prior approval from the state government before extending such service contracts. Instead, the administrative leadership granted the extension directly at the college level without seeking government clearance. The committee noted that this local decision directly influenced service agreements and subsequent financial transactions, bringing the entire contracting mechanism under official scrutiny.

Procedural Violations Verified in Staff Appointments and Extensions

The inquiry panel further confirmed procedural lapses in the recruitment and retention of hospital workforce. According to findings shared from the report copy obtained by the complainant, significant irregularities took place during the hiring process for contractual staff and staff nurses. The committee noted that the administration failed to follow mandatory selection protocols and established criteria during these recruitments.

In addition to flawed recruitment exercises, the committee found non-compliance in decisions regarding service extensions. Established norms were bypassed while extending the working tenures of contractual employees and faculty members. The inquiry observed that arbitrary extensions without proper regulatory clearances indicated attempts to confer improper advantages to selected individuals, undermining administrative transparency across the institution.

Two-Year Administrative Tenure Under Scrutiny

Dr. Ram Kumar Jaiswal assumed charge as the principal of BRD Medical College in March 2024 and remained in the administrative post for approximately two years. Prior to his elevation to the principal office, he served within the institution as the head of the Ophthalmology department. The confirmation of these three key charges by the inquiry committee has brought the administrative conduct during his tenure under close official review. Attempts were made to contact former principal Dr. Ram Kumar Jaiswal to obtain his response to the findings, and his statement will be incorporated upon receipt.
