The Uttar Pradesh government has drawn up plans to acquire nearly 8,200 hectares of land for three greenfield expressways, with the acquisition alone expected to cost the state more than ₹15,000 crore.
The proposed network will cover about 565 km and includes the 320-km Vindhya Expressway, the 145-km Meerut-Haridwar Expressway and the 100-km Vindhya Purvanchal Link Expressway. The alignments of all three projects have been finalised and will pass through around 650 villages in Uttar Pradesh and Haridwar district in neighbouring Uttarakhand.
The projects are being developed by the Uttar Pradesh Expressways Industrial Development Authority.

Vindhya Expressway to Require 4,615 Hectares
The 320-km Vindhya Expressway is the largest of the three proposed projects and will require acquisition of around 4,615 hectares across 109 villages in eastern Uttar Pradesh.
The expressway is planned as an extension of the 594-km Ganga Expressway and will connect it to Sonbhadra through Prayagraj, Bhadohi and Mirzapur districts.
The existing and proposed expressway network is intended to improve passenger and cargo movement across the state. A senior official said the infrastructure projects are positioned to support Uttar Pradesh’s goal of becoming a $1 trillion economy by 2030.
The Ganga Expressway, which connects 12 districts in Uttar Pradesh, was inaugurated on April 29, 2026. It was developed by UPEIDA under the public-private partnership model at a cost of ₹36,000 crore to the state exchequer.
Meerut-Haridwar Link to Cover Three Districts
The proposed 145-km Meerut-Haridwar Expressway will extend the Ganga Expressway from Meerut in Uttar Pradesh to Haridwar in Uttarakhand.
The project will require acquisition of around 2,020 hectares across 184 villages in Amroha and Bijnor districts of western Uttar Pradesh and Haridwar district in Uttarakhand.
The third project, the 100-km Vindhya Purvanchal Link Expressway, will require another 1,560 hectares of land across 140 villages.
Its proposed alignment will pass through Chandauli, Ghazipur and Mirzapur districts in eastern Uttar Pradesh.
Together, the three projects will require roughly 8,200 hectares of land, with the acquisition process expected to involve expenditure of more than ₹15,000 crore from the state exchequer.
Expressway Push Targets Investment and Logistics Growth
The Uttar Pradesh government has placed expressway development at the centre of its infrastructure strategy, with the proposed projects aimed at improving connectivity between eastern and western parts of the state and creating additional links to neighbouring Uttarakhand.
Chief Minister Yogi Adityanath has stressed the role of infrastructure projects in strengthening Uttar Pradesh’s investment profile.
Improved connectivity is also expected to support transport and logistics activity and create opportunities for micro, small and medium enterprises in areas beyond the state’s major urban centres.
Axis Bank Managing Director and Chief Executive Officer Amitabh Chaudhry, during a recent visit to Uttar Pradesh, said industrial and trade activity was expanding into tier-II and tier-III towns and attracting fresh investment.
With the alignments of the three expressways now finalised, land acquisition will form a major part of the next phase of the proposed 565-km network.
