Lucknow: In Uttar Pradesh, a major scam has come to light where candidates secured government jobs by getting solvers to take exams on their behalf. STF investigations revealed that 50 people passed exams using fake disability certificates and solvers, and are now working in various government departments. Following these disclosures, the legitimacy of their jobs is under serious question.

According to the STF, the gang was led by Manish Mishra. During the first operation on 25 March 2026, 9 accused, including Manish, were arrested. Among them were three candidates and three solvers. All were involved in the Junior Clerk recruitment exam conducted by CBSE. Investigations revealed that the gang first arranged fake disability certificates for candidates and then deployed solvers to take the exam in their place. The solvers were reportedly paid ₹20,000–40,000 per exam.

All recruited under the disability quota

Sources revealed that STF and police inquiries have so far identified around 50 individuals who obtained jobs using this fraudulent method. All were recruited under the disability quota, with the highest number being selected for bank positions. STF and relevant departments are preparing to issue notices to all involved, and departmental actions may also be initiated.

The investigation further found that Manish had been manipulating exams for almost a decade. He had a network of solvers in almost every city. Police are now gathering details of all candidates for whom solvers appeared in exams and the associated fake certificates.

The fake disability certificate racket

The core of this operation involved fabricating disability certificates. Catching this at exam centers proved extremely difficult, allowing the racket to continue for years. Manish and his associates meticulously planned these operations, which resulted in multiple candidates being appointed to government posts through deceit.

STF officials stated that social media played a critical role in uncovering the gang. A person from Jhansi had posted about Manish, revealing how he helped candidates pass exams via solvers and secure jobs. Based on these leads, STF began surveillance and technical investigations, gathering substantial evidence against the gang.

Investigation ongoing, more revelations expected

The STF confirmed that the investigation is still ongoing and more cases of fraud may be uncovered. Actions will be taken against all candidates whose exams were taken by solvers. Departmental officers have also been instructed to follow up and ensure proper action is taken in accordance with regulations.

Experts say such cases underscore the importance of strict security and monitoring in examination processes. Digital evidence, surveillance, and technical audits are critical in preventing this kind of fraud.

Similar scams involving cyber and certificate fraud are reportedly increasing in Goa and other states. STF’s swift operations not only bring perpetrators to justice but also serve as a warning for citizens and exam candidates to remain vigilant.
