Tamil Nadu is preparing for one of the most significant technology-driven reforms in land administration and property registration with the launch of STAR 3.0, a next-generation digital platform that will integrate Artificial Intelligence (AI), Geographic Information System (GIS) mapping and cloud-based infrastructure into the state’s registration ecosystem.
The ambitious project, estimated to cost ₹564 crore, is expected to be rolled out from January 1, 2027, marking a major transition from the existing document-registration framework to a comprehensive land-governance platform capable of real-time verification, fraud detection and digital service delivery.
To ensure seamless field execution, the state has appointed dedicated nodal officers to oversee data-cleansing operations ahead of the central migration deadline.

The GIS Spatial Coordination Model
Officials associated with the project say the upgraded system is being designed to address long-standing challenges related to property valuation, fraudulent registrations, document forgery and fragmented land records. The initiative is also expected to improve transparency and efficiency in property transactions across Tamil Nadu.
A key feature of STAR 3.0 will be the integration of GIS technology, which will allow land parcels to be mapped with precise geographic coordinates. By linking property records with spatial data, registration authorities will be able to verify whether a property physically exists, assess its location accurately, and confirm whether the boundaries mentioned in documents match official records before a transaction is registered. The system will leverage satellite imagery overlay arrays to flag unauthorized layouts and illegal double-registrations automatically.
AI Anomaly Detection and Microservices Infrastructure
The project is being developed by the Indian technology major Tata Consultancy Services (TCS), which has been tasked with creating a cloud-native platform based on modern microservices architecture. The transition to cloud infrastructure is expected to improve scalability, security, and interoperability among multiple government departments.
Beyond mapping and registration, STAR 3.0 is expected to incorporate customised AI tools capable of analysing transaction patterns, identifying anomalies, and supporting officials in decision-making. The AI layer will be used to detect suspicious activities, flag potential cases of fraud, and improve the accuracy of property valuation assessments. This automated risk-scoring module will cross-reference historical circle rates against real-time buyer applications to isolate artificial undervaluation attempts instantly.
Anywhere-Registration and Unified Civic Integration
One of the most citizen-centric features planned under STAR 3.0 is the introduction of “anywhere registration.” Under the proposed framework, residents will be able to register property documents at any registration office in Tamil Nadu, eliminating the need to visit offices tied to specific jurisdictions. This is expected to reduce administrative hurdles and improve convenience for property buyers and sellers.
The platform is also being designed with a mobile-first approach, reflecting the growing reliance on smartphones for accessing government services. Authorities expect this strategy to improve accessibility and enable citizens to complete several registration-related tasks digitally. The system will additionally support biometric-based verification, electronic signatures, and digital document repositories, allowing for greater automation and reducing dependence on physical paperwork.
Cross-Departmental Data Synchronization
Another major component of the project involves real-time integration with databases maintained by revenue, survey, and municipal authorities. The government plans to connect registration records with land records, property tax databases, and other civic datasets to create a more unified digital ecosystem.
Officials acknowledge that integration of local body databases remains a work in progress. While some civic agencies already support automatic mutation and data exchange mechanisms, broader statewide integration is expected to be achieved through STAR 3.0. The objective is to ensure that updates in registration records are reflected seamlessly across connected government systems, enabling automatic mutation entries the moment a transaction deed is officially logged.
