Ludhiana/Jaipur: A major cross-border terror supply chain operating between Rajasthan and Punjab has been uncovered following the recovery of grenades and sophisticated weapons in Ludhiana. Initial investigation by Punjab Police indicates that the arms supply was being coordinated with the help of individuals lodged in Rajasthan jails along with their external accomplices.
What initially appeared to be an isolated gun-running case has now widened into a suspected transnational terror network with links traced to Pakistan and other foreign locations. During the investigation, police identified nearly 80 virtual phone numbers allegedly used for encrypted communication, logistics and delivery coordination.
One of the key names emerging in the probe is Pakistan-based ISI handler Jasvir Singh alias Jassa, who is believed to be supervising the module remotely. Sources indicate that he was responsible for identifying operatives, directing movement of arms and ensuring payments.
Rajasthan Prisons Under Scanner; Raids and Warrants Issued
Teams from Punjab Police have launched multiple operations in Rajasthan and are carrying out raids at suspected hideouts. Several individuals currently lodged in Rajasthan prisons are suspected to have played a pivotal role in routing funds, communication and logistics from inside jail premises. Police are in the process of securing production warrants to interrogate these inmates.
A list of 26 suspected operatives has been prepared. These individuals are believed to be part of a layered network handling procurement, transport, delivery and ground distribution of arms across Punjab. Officials expect further recoveries in the coming days.

Arrests, Encounter and Breakthrough
The probe accelerated after the arrest of one Shamsher and his associates on November 20. The accused reportedly confessed that the consignment was being transported under instructions from ISI-linked handlers in Pakistan. In return, the operatives were promised drugs and ₹12,000 per delivery.
Two men who arrived to collect grenades were injured and arrested following a brief encounter with police. Medical reports show bullet wounds externally, but no bullet fragments were detected in their scans, raising technical questions regarding the nature of the confrontation. A team of doctors will conduct repeat CT scans and detailed medical evaluation on Monday before police proceed with further interrogation.
Foreign Connections and Previous Case Link
The investigation has revealed the presence of an international communication number suspected to belong to a Southeast Asian country. Authorities, however, are yet to establish the exact location and identity of the user.
Notably, a case reported 27 days ago involving a grenade recovery also showed links with a Malaysia-based handler. Officials are now treating both cases as interconnected and part of a larger terror-financing and smuggling pipeline.
So far, police have seized: 2 grenades, 5 pistols, Over 40 rounds of ammunition. Investigators believe more consignments may already be stored in hidden warehouses or caches across the region.
Security Agencies on High Alert
The development has raised security concerns in a state that has historically been vulnerable to terror infiltration from across the border. The use of virtual numbers and jail-based communication systems poses a fresh challenge to law enforcement agencies. Speaking on condition of anonymity, a senior officer said:
“This is not merely a weapons smuggling case; it is a threat to public safety and national security. Dismantling this network is now a priority.”
