Career counselling agencies operating around medical admissions in Chhattisgarh are allegedly offering MBBS seats under the NRI quota for sums running into more than ₹1 crore, while separate agents are also claiming they can arrange backdated academic degrees for money.
The alleged network involves agencies linked to several states and uses phone calls, WhatsApp messages and promises of document preparation to attract candidates seeking medical admissions.
The report says agencies from Uttar Pradesh, Bihar, Maharashtra, Madhya Pradesh, Karnataka and Andhra Pradesh are among those approaching students in Chhattisgarh under the banner of career and admission counselling. Some allegedly claim they can secure seats in private medical colleges even when a candidate does not have a close relative living abroad.
During inquiries made using numbers associated with such agencies, agents allegedly discussed NRI quota admissions, sponsorship arrangements, document preparation and separate service charges. ₹1.60 Lakh Sought for Backdated Physiotherapy Degree
In one interaction with a Lucknow-based consultancy, an agent was asked whether a physiotherapy course could be arranged. The agent allegedly offered a backdated degree for ₹1.60 lakh and said it could be provided within three months.
When asked which university would issue the degree, the agent reportedly said it would come from a university in Karnataka and claimed a genuine-looking degree would be provided.
The agent allegedly sought ₹15,000 as an advance for admission. During the conversation, samples of a committee-prepared document were shared over WhatsApp. According to the report, the agent said that after payment of ₹1.60 lakh, the Karnataka university degree would be available within three months and that registration for counselling in Chhattisgarh would also be arranged.
Agents Offer NRI Quota Seats Without Relative Abroad
Another inquiry was made to an agency operating in the name of Medical Courses Center in Raipur, with references to operations in cities including Bilaspur, Durg and Bhilai. The reporter approached the agency asking about an MBBS admission for a daughter under the NRI quota.
During the conversation, the agent was told that the family had no relative abroad. The agent allegedly replied that this would not be a problem and said the necessary documents could be arranged.
When asked about the cost of the seat and documentation, the agent reportedly said the MBBS seat would cost more than ₹1 crore. For preparation of documents required for the NRI quota, the agency allegedly quoted an additional fee of ₹2 lakh to ₹3 lakh.
The wider report states that agencies are offering to secure NRI quota admission in private medical colleges even for candidates who do not have an eligible relative abroad. It also refers to claims of arranging sponsorship from Dubai as part of the admission process.
Registration Fees and Document Charges Quoted Separately
A third interaction involved an agency operating under the name Max Education Counselling in Chhattisgarh. The reporter asked about the cost of an MBBS admission under the NRI quota.
The agent allegedly said the fee would be approximately ₹1.2 crore and asked for the contact details of candidates seeking admission. When questioned about the cost of documentation, the agent reportedly declined to provide complete details over text.
The agent later quoted ₹10,000 as an online registration charge, with the remaining payment to be made after a seat was allotted. When asked for an estimate of the documentation expenses, the agent allegedly said the cost could rise to between ₹30,000 and ₹40,000.
Chhattisgarh Health Minister Shyam Bihari Jaiswal has urged people to seek MBBS admission only through the prescribed process and avoid agents or other intermediaries. He said the counselling process is completely transparent and that official directions have been issued to protect students from such intermediaries.
