MINNESOTA:   A viral video by a self-described independent journalist has thrust Minnesota’s childcare funding system into a national political spotlight, raising allegations of misuse of public money even as state officials have yet to issue a response.

A Video That Sparked Attention

In late December, Nick Shirley, a YouTuber known for confrontational street interviews, posted a video documenting visits to multiple daycare centers across Minnesota. Presenting himself as a parent seeking to enroll his son, Shirley filmed interactions outside facilities he claimed were locked, silent, or appeared to have no children present.

One of the locations featured prominently in the video was a center identified as “Quality Learing Center,” where the word “learning” appeared misspelled on signage. In an Instagram clip drawn from the footage, Shirley asked a nearby individual about the center. The person responded that they had not seen any children there and had been in the area since 2017.

Shirley alleged that the daycare had received approximately $1.9 million in public funding in 2025 and was approved to serve 99 children, despite what he described as a lack of observable activity.

Confrontation and Claims

In another moment captured on camera, a woman confronted Shirley outside a facility and accused him of being affiliated with Immigration and Customs Enforcement, warning people inside not to open the doors. Shirley replied that he was a YouTuber, not an immigration officer. The woman told him to leave, saying he was not welcome and adding, “Shame on you.”

Later, Shirley described the encounter as emblematic of what he characterized as widespread fraud. In posts accompanying the video, he wrote that the situation represented “a prime example of the billions of dollars in fraud happening right now in Minnesota.” He further claimed that one daycare had received $1.9 million in tax-exempt funding through the Child Care Assistance Program, or CCAP, in 2025.In a caption shared online,

Shirley wrote, “Want to become a multimillionaire without doing anything? Move to Minnesota and start a daycare!”

He added elsewhere that a center unable to spell “learning” correctly had nevertheless received millions of dollars.

Political Reaction and Online Backlash

The video quickly circulated on Instagram and X, drawing millions of views and prompting reaction from elected officials. Tom Emmer, a Republican congressman from Minnesota, amplified the claims in a post on X.

“Four million dollars of hard-earned tax dollars going to an education center that can’t even spell learning correctly,” Emmer wrote, addressing Tim Walz directly and asking for an explanation.

The attention elevated Shirley’s video from a social media investigation to a subject of partisan debate, even as no official findings have been released. Shirley has described himself as an independent journalist and has previously focused on government spending and immigration issues. According to Reuters, he has built a following through direct questioning in public settings.

As of now, the allegations presented in Shirley’s video remain unverified. Minnesota state agencies and the governor’s office have not publicly responded to the specific claims regarding individual daycare centers or CCAP funding amounts.
