Fake CBI Officer Dupes Brothers of Job Scam

A case of alleged fraud has surfaced in which two brothers were duped of ₹20 lakh on the pretext of securing government jobs. Civil Lines police have registered a case against Rihasat Hussain, a resident of Mora Mustaqam, and his brother Gulzar on charges of cheating and criminal intimidation. The accused allegedly posed as an officer of the Central Bureau of Investigation (CBI) and gained the trust of the victims before siphoning off a substantial sum of money.

Brothers Lured with Government Job Promises

The complainants, Tasavvur Azeem and his brother Munawwar Azeem, residents of village Suawala in Afzalgarh police station area of Bijnor district, submitted a written complaint to the Senior Superintendent of Police seeking action. In their complaint, they stated that they were acquainted with Rihasat Hussain, who introduced himself as a CBI officer and claimed to have strong connections within government departments.

According to the victims, Rihasat contacted them and assured that he could arrange government jobs for both brothers. He allegedly claimed that he had access to senior officials and that the recruitment process would be handled smoothly. Motivated by the prospect of secure government employment, the brothers placed their trust in him.

₹20 Lakh Paid in Cash and Online Transfers

The complainants allege that between June 28, 2021, and May 3, 2023, they paid a total of ₹20 lakh to Rihasat and his brother Gulzar. The payments were made in multiple installments, partly through online transfers and partly in cash. However, despite repeated assurances, no appointment letters or official communication materialized.

Cancelled Cheques and Criminal Threats

As months passed without progress, the brothers began pressing for updates. The accused allegedly resorted to evasive tactics, citing procedural delays and departmental formalities. When the complainants intensified their demand either for jobs or for a refund of their money, Rihasat reportedly issued two cheques of ₹4 lakh each in an attempt to pacify them. The victims claim that before they could deposit the cheques, the accused got them cancelled, rendering them worthless.

Thereafter, communication reportedly broke down. The complainants allege that the accused stopped answering their calls and avoided meetings. When they attempted to recover their money through other means, they were allegedly threatened. According to the complaint, Rihasat warned them that if they continued to demand their money back, he would implicate them in false criminal cases and have them sent to jail.

Civil Lines Police Launch Investigation

Distressed by the threats and financial loss, the brothers approached senior police officials. Following preliminary verification, Civil Lines police registered a case against Rihasat Hussain and Gulzar under relevant sections pertaining to cheating and criminal intimidation.

Circle Officer (Civil Lines) Kuldeep Kumar Gupta stated that the case has been registered based on the written complaint and that an investigation is underway. Police are examining bank transaction records, online transfers, and other evidence to establish the sequence of events and verify the allegations.

Officials have indicated that strict action will be taken if the charges are substantiated. They are also probing whether the accused may have targeted other individuals using a similar modus operandi. Police have advised job seekers to remain cautious and avoid paying money to individuals promising government employment, emphasizing that all legitimate recruitment processes are conducted through official channels.

Both accused are currently under police scrutiny, and further legal action, including possible arrests, may follow as the investigation progresses.
