Uttar Pradesh’s Mathura district has been formally identified by investigating agencies as a major organised cybercrime hub, with around 18 villages across five police station areas now under active scrutiny for allegedly operating cyber fraud networks that targeted victims across India. The UP Police have registered 177 cybercrime cases in Mathura over the past year, arrested 312 suspects and are actively examining approximately 7,000 mobile numbers and 1,400 bank accounts linked to suspicious digital activity.
The designation of these villages as “Mini Jamtara” marks a significant escalation in how authorities are characterising the scale and organisation of cybercrime in the region. Mathura’s emergence mirrors the trajectory of Jharkhand’s Jamtara district, which became nationally notorious for phishing rackets operated by young men from farming communities with limited formal education, and of Haryana’s Nuh district, where over 5,000 police personnel once conducted coordinated raids across 14 villages to dismantle entrenched fraud networks.
The Architecture of a Village Cyber Fraud Industry
What separates Mathura’s networks from opportunistic individual scammers is the degree of role specialisation that investigators have uncovered. The fraud operations were allegedly structured into distinct functional cells, each handling a separate stage of the criminal pipeline.
One group was responsible for sourcing raw infrastructure: mule bank accounts, fake SIM cards and ATM cards procured through inducements or deception, often from individuals unaware their identity documents were being misused. A second group identified potential victims and initiated contact through calls, online marketplaces, fake websites and digital payment platforms. A third group handled the downstream movement of money, withdrawing and dispersing funds quickly across accounts and states before enforcement agencies could freeze them.
The Devsaras village, located in Mathura’s Govardhan region, emerged as a key hub, with multiple gangs targeting victims across India through online scams, phishing calls, job frauds and fake digital loan schemes. The geographical positioning of these villages, lying within five kilometres of the Rajasthan border and roughly fifteen kilometres from Haryana, allows operators to move suspects and devices across state lines rapidly, significantly complicating the jurisdictional logistics of any single-state investigation. Police have initiated joint operations with Rajasthan Police’s Deeg Kotwali, specifically targeting border villages identified as transit hubs for cyber fraud operatives.
During the July raids, investigators recovered 137 mobile phones, two laptops, 42 debit cards, five bank passbooks, twelve chequebooks and 50 SIM cards. All devices are undergoing forensic analysis to map the network’s full structure and identify inter-state connections.
Young, Rural and Recruited Into a Digital Crime Economy
One of the more troubling aspects of the this investigation is the demographic profile of those arrested. Officials describe many of the accused as young men from small farming families with limited formal education, drawn into cybercrime by the prospect of quick earnings in areas where legitimate employment opportunities are scarce.
Investigators found that suspects learned fraud techniques through Telegram groups, WhatsApp networks and online video content, with more experienced operators training newer recruits in methods ranging from QR code payment manipulation to impersonation scripts. Some individuals linked to conventional crimes in the past had transitioned entirely into digital fraud, recognising it as lower risk and higher yield than traditional offences.
The scale of illicit wealth accumulated became publicly visible during a high-profile wedding in Devsaras village, with the procession reportedly featuring nearly 40 Mahindra Thar SUVs, a Land Rover Defender and multiple premium vehicles — a display that drew investigative attention and contributed directly to the intensified crackdown that followed. Authorities are now examining whether organised crime charges apply in addition to fraud and IT Act provisions.
Why Enforcement Alone Cannot Close the Network
The structural challenge investigators face in Mathura is the same one that has made Jamtara and Nuh persistent enforcement problems despite years of police action. A SIM card purchased in Rajasthan can be used to make fraud calls from a UP village. Money received in one account is immediately layered through three or four others before being withdrawn at a location in a third state. The forensic analysis required to reconstruct a single transaction trail can take weeks, by which point the accounts involved have often been abandoned and replaced.
The 1,400 bank accounts currently under scrutiny in Mathura represent not just individual recipients of fraud proceeds but potential nodes in a larger laundering network that investigators believe extends well beyond district boundaries. Police said continuous digital monitoring alongside intelligence-led raids is the only viable strategy, as reactive enforcement after individual complaints consistently trails behind the pace at which new accounts and SIM cards are activated.
Prof. Triveni Singh, cybercrime expert and former IPS officer, notes that dismantling such networks requires targeting the financial and technical infrastructure rather than arresting operators alone. He argues that disrupting the supply chains for fake SIM cards and mule bank accounts, tracing and freezing the full account chains through which stolen funds move, and coordinating between states on shared intelligence are the essential actions that determine whether a crackdown produces lasting results or simply displaces the network to a neighbouring village.
