Ludhiana | Administrative action has been initiated in connection with a 2021 cyber fraud case involving a 82-year-old pharmaceutical businessman, where approximately ₹15 lakh was allegedly transferred from his bank account without OTP verification. The authorities have issued show-cause notices to 13 police officers over alleged negligence in the investigation. The officials include three ACP-rank officers along with several inspectors. The police administration has also submitted an affidavit in the High Court assuring timely completion of the investigation report.
The victim, Varinder Sood, reportedly fell victim to cyber fraud in 2021 when ₹15 lakh was transferred from his bank account into multiple accounts without OTP authentication. Following the complaint, an investigation was initiated, but allegations have been made that the probe lacked seriousness and speed. The victim’s family claims they have been fighting a legal battle for justice for nearly five years.

Based on the money trail analysis, three suspects were identified in the case, including Rajiv Kumar Sharma, Chandan Kumar Paswan, and a person named Nilkamal. It has been alleged that despite identification, adequate efforts were not made to arrest the suspects. The victim’s son personally tracked suspect Nilkamal and conducted a raid in the Panchrukhi area of Palampur district in 2021. However, it is alleged that the accused managed to escape during the operation and was not arrested later.
The police administration stated that the notices were issued due to delays and procedural shortcomings in the investigation. The officers have been asked to explain why the cyber fraud case was not investigated with greater seriousness and why arrest efforts were not intensified. Authorities have warned that disciplinary action may follow if the replies are found unsatisfactory.
Meanwhile, on February 13, 2026, the state government filed an affidavit in the Punjab and Haryana High Court. The affidavit stated that the delay in investigation was reviewed and that action had been initiated against officers found responsible for negligence. It also mentioned that the investigation report under Section 173(2) of the Criminal Procedure Code is targeted to be submitted within four weeks.
Speaking to the media, victim Varinder Sood said he had fought a long legal battle to seek justice. He expressed hope that justice would be delivered even at this stage of his life. Family members also welcomed the strict stance taken by the police administration, stating that the possibility of arresting the accused has increased.
Local authorities have appealed to citizens to remain cautious while conducting online banking transactions and to immediately report any suspicious digital activity. Officials said that efforts are being made to strengthen the cybercrime investigation mechanism.
The investigation into the case is still ongoing, and the administration has assured that further legal action will be taken based on evidence. Disciplinary decisions may be taken after receiving responses from the concerned police officers. The incident has also raised concerns regarding the efficiency of cybercrime investigation procedures.
