Kerala has launched a statewide enforcement drive against illegal spas following multiple complaints involving alleged sexual exploitation, fraud, and related criminal offences. Under the drive, titled Operation Spa, police officers have been conducting inspections across the state to determine whether wellness and spa establishments are operating with required legal approvals. Authorities launched the coordinated action to uncover unlawful practices operating under the guise of wellness centres and bring violators to justice.
Widespread Inspections and Action Across Kerala
Statewide records show that by October 19, police teams had inspected 586 of the 821 registered spa centres in Kerala. The operation has resulted in 14 criminal cases, statutory notices to 44 establishments, and the arrest of five individuals. Investigators are examining individual complaints alongside intelligence inputs to establish whether criminal activities have occurred on these premises. The notices require targeted establishments to respond to allegations or rectify non-compliance uncovered during field inspections. Establishments failing to comply with mandatory standards face further legal proceedings based on the ongoing inquiries.
Severe Crimes in Kovalam and Kochi Trigger Action
The state government intensified oversight following reports of serious crimes connected to spa businesses. In Kovalam, the alleged sexual exploitation of a minor focused administrative attention on the need for stricter monitoring to safeguard vulnerable persons. In a separate case reported in Kochi, a woman was allegedly gang-raped after receiving a fraudulent job offer at a spa centre. These cases highlighted the potential misuse of commercial wellness facilities to deceive and exploit individuals, reinforcing public calls for rigorous verification of employees and management across the sector.
Government Considers Stricter Legislative Framework
Home Minister Ramesh Chennithala warned that spa centres violating statutory norms will face strict penalties, including immediate closure. Alongside the ongoing police checks, the state government is considering enacting new legislation to regulate the spa and wellness sector more systematically. Officials believe a dedicated legal framework will establish clear operational standards, define compliance requirements, and strengthen the administration’s ability to act against non-compliant businesses. For now, the authorities remain focused on completing pending inspections, gathering evidence, and initiating prosecution where necessary.
