Karnataka Government Suspends DGP Ramachandra Rao After Viral ‘Obscene’ Video, Inquiry Ordered

In a major administrative decision that has stirred public debate, the Karnataka government has suspended senior Indian Police Service (IPS) officer K. Ramachandra Rao, who serves as the Director General of Police (Civil Rights Enforcement), after a video clip purportedly showing him in an inappropriate and compromising situation with a woman in his office went viral on social media. The state has ordered a formal inquiry into the matter, citing conduct that is unbecoming of a government servant and embarrassing to the administration.

What the Suspension Order Says

The suspension of DGP K. Ramachandra Rao, who belongs to the 1993 batch of the IPS, was ordered by the Department of Personnel and Administrative Reforms (DPAR), Government of Karnataka on 19 January 2026. The official order states that Rao’s conduct, as evidenced by the video clips circulating online, appears to violate Rule 3 of the All India Services (Conduct) Rules, 1968. The government said it was prima facie satisfied that placing him under suspension was necessary pending inquiry into the matter.

Under the suspension order, Rao will be entitled to subsistence allowance according to Rule 4 of the All India Services (Discipline & Appeal) Rules, 1969. The order also imposes strict conditions: he cannot leave the headquarters under any circumstances without written permission from the state government.

Chief Minister Siddaramaiah expressed strong displeasure over the incident, saying that appropriate disciplinary action would be taken after the inquiry. “No matter how senior someone is, we will investigate and take action; no one is above the law,” he stated.

The Viral Video and Public Reaction

The controversy began when a 47-second video, allegedly filmed inside a police office, was widely shared on social media. The footage — reportedly a compilation of multiple clips — appears to show Rao in an intimate situation with a woman while he was in uniform and on duty. According to reports, the video was reportedly recorded on a mobile phone from inside a government office. The authenticity of the footage has not been independently verified by media organisations.

The rapid spread of the videos sparked widespread outrage and embarrassment among the public and political circles. Many observers noted that the alleged actions, if true, would represent a serious breach of official conduct, especially given Rao’s high ranking and position of authority.

Rao’s Response and Denial

Responding to reporters, Rao strongly denied the allegations and described the viral clips as fabricated and manipulated. He claimed that the video was created with the intent to tarnish his reputation and destroy his professional standing. Rao suggested the footage might have been generated or altered using artificial intelligence or other technology, and said he planned to consult legal counsel to pursue action against those spreading it.

Rao also asserted that the incident shown in the clips — if indeed it involved him — could relate to an earlier posting he held in Belagavi nearly eight years ago, but he did not provide clear evidence. His legal team has indicated they will challenge the circulation of the content and seek to establish its origin.

Political and Administrative Implications

The suspension has reverberated across political and administrative circles in Karnataka. Home Minister Dr. G. Parameshwara confirmed that the government acted swiftly, given Rao’s seniority, and noted that the officer could even be dismissed from service depending on the outcome of the inquiry. He emphasised that immediate action was necessary to protect the integrity of the police force and public trust in governmental institutions.

While the allegations are serious, authorities have emphasised that the investigation will determine the authenticity of the footage and whether disciplinary or further legal proceedings are warranted. Both the prime minister’s office and the Department of Personnel and Training (DoPT) have received complaints, reflecting the national attention the episode has attracted.

The matter has also reignited public scrutiny of Rao’s past controversies. Last year, his stepdaughter, Kannada actress Harshavardhini Ranya, also known as Ranya Rao, was arrested by the Directorate of Revenue Intelligence in a high-profile gold smuggling case and is currently lodged in Bengaluru Central Prison. While a prior investigation into Rao’s possible involvement gave him a clean chit, this latest episode has placed his professional conduct once again under scrutiny.
