Karmayogi Bharat and OpenAI have signed an agreement to strengthen AI skills among government employees across India.
What Is the New AI Partnership?
Karmayogi Bharat, a government-owned not-for-profit company, and OpenAI announced a memorandum of understanding (MoU) on October 21 to expand artificial intelligence training across India’s civil services. The collaboration will integrate learning resources from OpenAI Academy into the government’s iGOT Karmayogi platform, allowing eligible civil servants to develop practical AI skills relevant to their professional responsibilities.
The initiative forms part of Mission Karmayogi’s broader objective of building a professional, well-trained and future-ready civil service. It focuses on helping government personnel understand artificial intelligence, use it responsibly and apply new capabilities to improve administrative work and public service delivery.

How Will the Training Programme Work?
Under the agreement, OpenAI will provide approved OpenAI Academy educational content for integration into iGOT Karmayogi. Karmayogi Bharat will facilitate access to these resources, encourage learner participation and coordinate with relevant government departments.
The iGOT Karmayogi platform provides government employees with learning opportunities accessible across locations, devices and schedules. The partnership will extend its existing training ecosystem to include practical artificial intelligence education. The programme is intended to support continuous and guided learning, enabling civil servants to develop skills that can be applied directly to their daily responsibilities.
How Many Government Employees Could Benefit?
The initiative has the potential to reach a substantial number of government personnel through the existing digital learning infrastructure.
According to Pragya Misra, Head of Strategy and Government Affairs at OpenAI India, more than 1.7 crore government employees across the Centre, states and Union Territories are registered on iGOT Karmayogi. She said India’s ability to benefit from artificial intelligence would depend not only on access to technology but also on how effectively individuals and institutions use it.
The Academy courses will be available to eligible government personnel. The agreement does not specify how many employees will complete the training.
What Have Officials Said About the Collaboration?
Chhavi Bhardwaj, Chief Executive Officer of Karmayogi Bharat, said civil servants need practical skills that can be incorporated into their everyday work as technology changes government administration. She said integrating OpenAI Academy resources into iGOT Karmayogi would support responsible AI adoption and help government personnel translate technical knowledge into improved public outcomes. Misra similarly emphasised the importance of building practical AI capabilities across government institutions to strengthen routine work, service delivery and professional development.
The420 Insight: The partnership establishes a framework for expanding AI education within India’s civil services. Its practical impact will depend on how widely eligible employees access the courses and apply their learning to government functions.
