In a bid to strengthen safeguards against rising cyber fraud and financial misconduct in the insurance sector, the Insurance Regulatory and Development Authority of India (IRDAI) has released a new set of comprehensive rules titled “Insurance Fraud Monitoring Framework Guidelines–2025.” The new framework, aimed at ensuring policyholder protection and systemic transparency, will come into effect from April 1, 2026.

Tighter Rules for Insurance Companies

Under the new guidelines, every insurance company will be required to establish robust fraud detection and reporting mechanisms at all operational levels.
Insurers must ensure that any instance of fraud — whether conducted digitally, through agents, or by policyholders — is immediately reported to the authorities.

Additionally, companies must share all fraud-related data with the Insurance Information Bureau of India (IIB) to create a centralized national database. This will enable insurers to identify repeat offenders — whether individuals or agents — across the sector, preventing cross-company fraud.

Mandatory Fraud Monitoring Committees

Each insurance company will now have to form a Fraud Monitoring Committee, comprising senior executives and representatives from key departments.
The committee’s role will include identifying, investigating, and reporting fraudulent activities in a time-bound manner.

Furthermore, every insurer will be required to draft a formal Anti-Fraud Policy, which must be approved by the company’s board of directors.

Cyber Fraud Gets Its Own Category for the First Time

In a significant move, the IRDAI has, for the first time, classified “Cyber Fraud” as a separate category under its fraud monitoring framework.
This means that online scams, digital identity theft, hacking, and cyber-enabled insurance fraud will now come under direct regulatory scrutiny.

According to IRDAI officials, the insurance ecosystem has seen a sharp surge in cybercrime incidents amid increasing digital adoption. The new rules are designed to ensure that regulatory mechanisms evolve at the same pace as technology.

Accountability for Insurance Agents and Intermediaries

The IRDAI has also made it mandatory for insurance agents and intermediaries to adopt independent anti-fraud policies.
Frequent cases of agents selling misleading policies, manipulating documents, or misusing customer data have prompted this stricter regulatory oversight.
With the new guidelines, accountability will now extend beyond insurers to the entire distribution network.

Monitoring Repeat and Fraudulent Claims

The new framework empowers insurers to deploy data analytics and pattern recognition tools to identify suspicious claim activity.
This will help detect customers making repeated false claims or agents engaged in manipulative sales practices.
Such cases will be flagged for immediate investigation and corrective action.

Expert Perspective

Industry and cybersecurity experts have welcomed IRDAI’s initiative as a major step toward building a secure and transparent insurance ecosystem in India.

According to cybercrime expert Professor Triveni Singh,

“The insurance sector has increasingly become a target for cybercriminals. From fake websites and phishing emails to scams disguised as policy maturity benefits — digital deception is growing rapidly. IRDAI’s framework will not only strengthen policyholder protection but also set new benchmarks in data security, transaction monitoring, and digital ethics across the financial sector.”

Analysts believe the guidelines will significantly curb fake claims, agent-level frauds, and cyber scams, while improving insurer accountability and customer confidence.
The initiative marks an important milestone in India’s move toward a safer and digitally resilient insurance landscape.
