Cuttack: A major controversy has surfaced in Odisha involving a senior IAS officer, as Cuttack Police have formally sought permission from higher authorities to initiate action in a ₹95 lakh cheating case. The development has intensified administrative scrutiny over allegations that the officer took money in exchange for promising land allocation in Cuttack’s CDA area and later issued threats to the complainant.

The officer, identified as Aradhana Das, serving as Additional Secretary in the State Home Department, is now under investigation following a detailed probe by the Commissionerate Police. Officials confirmed that strong documentary and financial evidence has been collected, forming the basis of the request for further legal proceedings.

According to police sources, the case was originally registered in January 2026 but gained momentum after fresh findings emerged in March. Investigators noted that initial procedural follow-up was limited, but the case was later re-examined and pursued more rigorously after new evidence surfaced.

The investigation report prepared by the Inspector-in-Charge of CDA Phase-II police station in Cuttack was submitted to the Deputy Commissioner of Police (DCP) on March 21. The report reportedly confirmed that a financial transaction worth ₹95 lakh took place between the complainant and the IAS officer in connection with a land allotment assurance.

The complainant, identified as Bina Bhavsinka, has alleged that ₹85 lakh was transferred directly into the officer’s bank account, while an additional ₹10 lakh was handed over in cash. Supporting documents, including bank statements and written agreements, have been submitted as evidence during the investigation.

Police officials further stated that the officer did not cooperate with the inquiry process and allegedly ignored multiple notices sent through official postal communication. This lack of cooperation has been cited as a significant obstacle in the ongoing investigation.

Following the submission of the findings, the Cuttack DCP wrote to the State Home Secretary and the Police Commissioner on April 1, informing them that an FIR had already been registered in the matter. Subsequently, on April 6, the Additional Commissioner of Police forwarded the case details, along with the investigation report, to the Additional Chief Secretary of the General Administration Department.

Authorities have indicated that the case includes multiple charges under the Bharatiya Nyaya Sanhita, including provisions related to cheating, criminal breach of trust, and other financial offences. Investigators are also examining whether allegations of intimidation and misuse of official position can be substantiated.

Administrative sources said the matter is being treated with high sensitivity due to the senior position held by the officer. However, police officials emphasized that the investigation is strictly evidence-based and that no individual is above the law.

The case may also trigger disciplinary proceedings under the All India Services (Conduct) Rules, 1968, if violations related to misconduct and abuse of authority are established. Government departments are currently reviewing whether departmental action should proceed alongside criminal investigation.

Attempts to obtain a response from the officer were unsuccessful. Earlier, on March 18, she had reportedly denied any knowledge of the FIR and dismissed the allegations.

Meanwhile, officials have clarified that further action will depend on approvals from the state government departments concerned. The investigation remains ongoing, and further examination of financial records and documentary evidence is expected in the coming days.

The case has now become a significant administrative matter in Odisha, highlighting concerns over alleged misuse of authority, financial irregularities, and accountability within the public service system.
