Haryana’s FSL Sets National Benchmark in Digital Forensic Justice

Haryana’s Forensic Science Laboratory (FSL) has emerged as a national model for digital forensic reform, implementing cutting-edge technologies to strengthen the justice delivery system. Speaking on the transformation, Director General of Police (DGP) Shatrujeet Kapur hailed the FSL as more than a laboratory—calling it a torchbearer of scientific justice in India.

The DGP emphasized how Haryana’s FSL has adapted to the demands of the three new criminal laws, aligning its operations with speed, transparency, and accuracy in forensic investigations.

TraKea Portal: The Backbone of Digital Case Management

At the heart of this transformation is the TraKea Forensic Case Management System, implemented in 2019 and significantly upgraded in 2024. The TraKea portal automates and tracks every stage of forensic case handling—from registration and sample submission to report generation and court presentation.

Key Digital Features:

  • Online docket creation

  • Real-time tracking of evidence

  • Automated status updates for forwarding officers

  • Biometric-based evidence authentication

  • Digital priority request system

DGP Kapur noted that the priority examination feature on TraKea eliminates delays caused by traditional demi-official (DO) letters, which earlier took 5–10 days to reach concerned officials. Now, requests made on the portal are instantly visible to laboratory officers, enabling faster turnaround.

Enhanced Transparency and Accountability

One of the standout aspects of Haryana’s digital forensic framework is its real-time accountability. With biometric authentication and a transparent tracking system, every movement of evidence can be monitored: “Every report, every sample, and every update is now traceable,” said DGP Kapur. “This reduces manual errors and enhances public trust in forensic outcomes.

He also highlighted that the scientific and digital transparency now embedded in the investigation process strengthens both the judicial system and public confidence in law enforcement.

Police-FSL Coordination & Capacity Building

The successful rollout of TraKea and other digital tools has been made possible through intensive coordination between Haryana Police and FSL. Police officers across the state have been trained in:

  • Scientific evidence collection techniques

  • Digital case handling protocols

  • Use of forensic portals for case tracking and updates

The FSL, in collaboration with district police units, has also conducted special workshops and capacity-building programs to familiarize teams with the upgraded systems.

It’s the backbone of scientific justice. Our innovations—from digital coordination to secure evidence packaging—reflect our commitment to justice through competence and transparency,” Singh said.

He credited the success to a justice-driven culture, collaborative effort between police and forensic staff, and strong administrative will.
