Gurugram Builder in Trouble: 2nd FIR Against Ocean Seven Buildtech

The Department of Town and Country Planning (DTCP) has lodged a second FIR against Swaraj Singh, promoter of Ocean Seven Buildtech Pvt Ltd (OSB), and his associate Sanjeev Kumar. The duo is accused of submitting fabricated documents during an inquiry into irregularities linked to an affordable housing project. The case was registered on September 3 at Sector 14 police station, Gurugram, under IPC sections 406, 420, 467, 468, and 471.

Alleged Forgery During Inquiry

According to DTCP officials, the issue surfaced during a September 1 meeting chaired by the senior town planner with the developer and allottees. The meeting aimed to investigate complaints of fraudulent unit cancellations in violation of the 2013 housing policy. During the session, allottees produced an e-copy of a newspaper showing what appeared to be a fabricated public notice targeting defaulting buyers. Officials allege that the developer attempted to mislead proceedings by submitting fake documents.

Previous FIR Over Irregularities

This development comes just days after an earlier FIR, lodged on August 31, accused Swaraj Singh of failing to complete three housing projects and committing financial irregularities. Together, the two FIRs highlight growing concerns over transparency and compliance in affordable housing schemes, which are meant to provide relief to middle-income buyers.

Developer Denies Allegations

Ocean Seven Buildtech has strongly denied the charges. Arun Yadav, legal head of OSB Developers, said the FIR is based on “incorrect allegations” regarding a newspaper advertisement. According to him, the disputed notice did appear in the printed edition, verified by the editor, but not in the e-edition—leading to a misunderstanding. Yadav added that the original printed copy has already been submitted to authorities and the company will challenge the FIR before the Additional Chief Secretary, TCP, Haryana. He also reaffirmed that all external development charges have been duly paid and the firm remains compliant with legal requirements.
