Fake IAS Officer Busted in Gorakhpur: Multi-State Fraud Network Exposed, Over 40 People Duped

A man posing as a senior IAS officer has been arrested in Gorakhpur for running an elaborate multi-state fraud network that cheated more than 40 people across Uttar Pradesh, Bihar, Madhya Pradesh and Jharkhand. The accused, identified as Lalit Kishore alias Gaurav Kumar Singh, lived a luxurious lifestyle funded by money extorted through promises of fake government tenders and jobs. Police estimate the total fraud at over ₹5 crore, apart from two Innova cars taken from victims.

Posed as IAS Officer to Secure Trust, Duped Builders and Contractors

For nearly three years, Gaurav impersonated an IAS officer to lure contractors, builders and businessmen with promises of high-value government contracts. He travelled in a white SUV fitted with red-blue flashlights, conducted fake “inspections,” and interacted confidently with officials — giving the illusion of a legitimate bureaucrat.

Victims were convinced by his mannerisms, official-looking documents, and the ease with which he accessed government premises. Many handed over large sums believing they were securing government tenders.

Slapped a Real SDM in Bihar to Avoid Exposure

In one shocking incident, Gaurav crossed paths with a real SDM in Bhagalpur, Bihar. When questioned about his batch and cadre, he slapped the officer twice. The surprised SDM did not file a complaint, inadvertently enabling Gaurav to continue the impersonation. This incident later became crucial in linking him to earlier suspicious activities.

Social Media Image Built With Help of Brother-in-Law

During interrogation, Gaurav admitted that his fake bureaucratic image was constructed with the help of his brother-in-law Abhishek Kumar, a tech-savvy resident of Sitamarhi. Abhishek allegedly created forged documents, helped set up fake profiles, and assisted in digital promotions that projected Gaurav as a senior IAS officer.

The network expanded with help from associate Parmanand Gupta, enabling the trio to run a racket offering bogus contracts and government jobs across four states.

Lavish Lifestyle Funded by Fraud

Police revealed that the accused lived extravagantly, spending over ₹5 lakh per month.

He:

  • Employed a private gunman and driver
  • Used official insignia and government emblems
  • Attended public events to gain legitimacy
  • Purchased luxury gadgets, branded clothes and cars

His lifestyle convinced victims that he held a powerful official position.

While on the run, Gaurav allegedly lured a woman named Preeti from Sitamarhi into a relationship and married her in a temple. Police suspect that several bank accounts linked to the fraud were opened in her name. Her role is being examined.

Fraud Empire Spread Across Four States

Police said the fake IAS racket involved a well-structured network using forged identity cards, fabricated tender documents, and fake departmental seals. Victims were promised civil contracts, tender approvals, or government jobs in exchange for large “advance payments.”

The Gorakhpur Police have arrested:

  • Lalit Kishore alias Gaurav Kumar Singh
  • Abhishek Kumar (brother-in-law and digital facilitator)
  • Parmanand Gupta (associate)

Large numbers of fake ID cards, seals, mobile phones, laptops and forged papers were seized.

Multi-State Coordination Underway

Police forces in Gorakhpur, Patna, Jabalpur and Ranchi are coordinating to trace the money trail and identify additional victims. Officials are examining whether any insiders — government employees or contractors — were knowingly involved.

Authorities have appealed to citizens to verify the credentials of anyone claiming to be a government officer and report suspicious behaviour immediately.
