Goa Cyber Police have arrested a 21-year-old from Kerala in a ₹90.85 lakh ‘digital arrest’ fraud case, where the accused allegedly impersonated CBI and TRAI officials to intimidate and extort money from the victim through WhatsApp.

Panaji:   The Cyber Police have arrested Muhammad Rasik Alavi Pulikkal, a 21-year-old from Kerala, in connection with a ₹90,85,000 fraud executed via digital arrest. He has been charged under Sections 318(4), 319(2) of the Indian Penal Code and Section 66-D of the IT Act.

According to police, prior to February 23, 2026, the accused contacted the complainant via WhatsApp, claiming to be an officer from TRAI (Telecom Regulatory Authority of India) and CBI, Mumbai. He allegedly intimidated the complainant by claiming involvement in a high-profile money laundering case and demanding commission payments.

He then threatened the complainant with a “digital arrest” and forced him to transfer ₹90,85,000 to allegedly settle the matter. Immediately after the complaint was filed, police traced the accused using technical data. The investigation revealed that he was in Kerala at the time.

Police Operation and Investigation

The Cyber Police team, led by Assistant Sub-Inspector Naveen Naik, Constables Yash Kole and Siharmayya Math, traveled to Kerala to apprehend the suspect. The operation was conducted under the supervision of Assistant Police Superintendent B. V. Shridevi, with guidance from Cyber Crime Branch Superintendent Raju Raut-Desai. Further investigation is ongoing through Police Inspector Deepak Pednekar. Police confirmed that action was taken based on digital and technical evidence, ensuring rapid relief for the victim and tracing of the defrauded amount.

Rising Concern Over Cyber Fraud

Experts say that incidents like these are on the rise. Fraudsters often impersonate government or central agency officials to intimidate people and extract large sums of money. This case highlights the critical need for cyber awareness and rapid police response.

Goa Police emphasized that such operations not only bring the accused to justice but also alert citizens to the risks of cyber fraud.

With support from R4C and other technological resources, tackling cybercrime is becoming more effective, as rapid tracing and investigation of digital transactions allow victims to receive faster assistance.
