Global Cybercrime Kingpin Busted: Chinese National Arrested in Rs.100 Crore Fraud
Case Brief:
The Shahdara Cyber Police Station has arrested a Chinese national, Fang Chenjin, in a high-profile cyber fraud case involving online stock trading scams. The fraud amounted to Rs. 43.5 Lakhs and was orchestrated through fraudulent WhatsApp groups targeting unsuspecting investors. The case surfaced after a complaint was lodged by Sh. Suresh Kolichiyil Achuthan on 24th July 2024 via the Cyber Crime Portal. The complainant alleged that he was duped into investing in fake stock market training sessions, which led to multiple fraudulent transactions into bank accounts controlled by the perpetrators.
Modus Operandi:
The fraudsters, operating under the guise of stock market experts, would create WhatsApp groups and entice unsuspecting individuals to join. Once inside the group, they would convince victims to invest in fraudulent stock trading schemes. The money invested would then be diverted to various bank accounts controlled by the fraudsters.

Arrest & Seizure:
Following a technical investigation, the Shahdara Cyber Police traced the fraudulent transactions to a mobile phone registered to Fang Chenjin, a resident of Safdarjung Enclave, Delhi. Upon his arrest, the police recovered:
- A mobile phone used in the commission of the crime.
- WhatsApp chats showing clear evidence of Fang Chenjin directing his associate to recharge the mobile number involved in the fraud.
Further investigations have linked Fang Chenjin to two other major cyber fraud and money laundering cases in Andhra Pradesh and Uttar Pradesh. Additionally, 17 criminal complaints registered on the Cyber Crime Portal are connected to the same Fincare Bank account, with losses exceeding Rs. 100 crores.
