Former Bihar Director General of Police (DGP) S.K. Singhal has come under scrutiny following allegations related to a massive recruitment scandal. The Economic Offences Unit (EOU) has implicated Singhal in the 2022 Bihar constable recruitment paper leak case, accusing him of negligence and financial misconduct during his tenure as chairman of the Central Selection Board of Constable (CSBC). The EOU has recommended legal action, and a chargesheet has been filed against Singhal, raising concerns over his involvement in a high-stakes corruption case.

In a significant development, former Bihar Director General of Police (DGP) S.K. Singhal has been charged by the Economic Offences Unit (EOU) in connection with the Bihar constable recruitment paper leak case of 2022. The investigation, which had been ongoing for several months, has brought to light allegations of severe misconduct during Singhal’s tenure as chairman of the Central Selection Board of Constable (CSBC).

Singhal, who retired as the DGP of Bihar on December 19, 2022, was appointed chairman of CSBC on January 14, 2023, a position he held until December 2023, when he was removed following the paper leak controversy. The EOU’s investigation has revealed that under his leadership, significant lapses occurred in the recruitment process, leading to the widespread leak of examination papers.

According to the EOU, Singhal failed to maintain necessary oversight, allowing the paper leak to transpire. Furthermore, it has been alleged that Singhal accepted a large sum of money in exchange for turning a blind eye to the issue. The EOU report also points out that he awarded the printing contract for the examination papers without proper verification, bypassing standard procedures. This negligence resulted in unverified and unprotected handling of sensitive exam materials, which contributed to the leak, affecting thousands of aspiring candidates.

As per the charges filed, Singhal is accused of multiple infractions, including financial impropriety and gross administrative negligence. The EOU has made a clear recommendation for legal action against him, leading to a formal chargesheet.

The paper leak scandal not only disrupted the constable recruitment process but also cast a shadow over the state’s law enforcement recruitment system. Singhal’s fall from grace is notable given his distinguished career in the Bihar Police, which included notable postings in Danapur, Nalanda, Siwan, and other districts, as well as key administrative roles such as Director General of Home Guards and Civil Defence Services before his retirement.

The case has attracted considerable attention as Singhal, once a respected figure in Bihar’s police department, now faces serious allegations that could tarnish his legacy. The investigation continues to unfold, with the authorities focusing on how such a massive breach of trust occurred under his leadership.
