Youth’s Fake Civil Service Result Document Exposed At LBSNAA, Police Probe Exam Fraud

MUSSORIE:    When a young man arrived at India’s premier civil services training academy carrying what appeared to be proof of success in the country’s most competitive examination, officials sensed something was amiss. What followed exposed not just a forged document, but a trail of deception that has once again raised questions about verification, vulnerability and the underground networks that prey on aspirants’ ambitions.

A Forged Result Reaches a Premier Academy

On a Saturday in Mussoorie, the calm routine at the Lal Bahadur Shastri National Academy of Administration was interrupted when a youth presented himself for training, claiming selection through the Union Public Service Commission. The document he carried showed a UPSC result — later found to be forged — and was enough to initially gain attention at the academy, which trains officers of India’s elite civil services.

Academy officials grew suspicious and alerted local police along with the Intelligence Bureau and the Intelligence Bureau’s local unit. The youth was taken to the Mussoorie police station for questioning, setting in motion a criminal investigation that would soon extend beyond Uttarakhand.

According to officials, the forged result had been sent to the youth earlier via WhatsApp, a detail that would become central to the inquiry.

From Mussoorie to Gurugram: The Trail of Deception

Preliminary questioning revealed that the youth is originally from Saran district in Bihar and is currently residing in Gurugram, Haryana. Police said he had reached the academy accompanied by his parents, carrying luggage and daily-use items, suggesting that he believed his selection to be genuine.

Investigators concluded that the youth himself appeared to be a victim of a larger fraud. He told police that he is currently pursuing an MBA and works with a private company. The promise of clearing the UPSC examination, one of India’s toughest selection processes, had come through intermediaries who allegedly assured him of success in return for money.

A zero first information report was registered at the Mussoorie police station. Because key elements of the case are linked to Gurugram, the matter is being transferred there for further investigation.

Money, Messages and a Suspected Network

Police records indicate that the accused intermediaries collected ₹13,000 in cash and an additional ₹14,564 through UPI transfers, under the pretext of arranging a successful UPSC result. The payments were allegedly made by an individual from Ariyav village in Saran district.

Investigators are now examining digital trails, bank transactions and communication records to identify the people behind the forged documents. Officials say the focus is on determining how far the network extends and whether similar fake results have been used elsewhere.

Law enforcement agencies are also trying to establish how convincingly the forged result was produced, and whether insider information or prior templates were used to make it appear authentic.

An Old Pattern Resurfaces

This is not the first time allegations of forged documents have surfaced at the academy. In 2015, a case emerged in which a woman was allegedly granted training on the basis of fake documents, a matter that also drew scrutiny over internal checks and involved the name of a senior official.

The latest incident has again brought attention to the academy’s security and verification processes. While officials insist that safeguards are in place and worked in this instance, the case has prompted renewed coordination among the police, intelligence agencies and academy administrators.
