The Directorate of Enforcement (ED), Mangaluru Sub-Zonal Office, has provisionally attached assets worth approximately ₹2.85 crore under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. The attached assets include a residential property and a bank account linked to the ongoing money laundering investigation against Roshan Saldanha and others.

The ED initiated its probe based on multiple FIRs registered by local law enforcement agencies against Roshan Saldanha, Smt. Dafney Neetu D’souza, and several associates. According to the allegations, the accused collected large sums of money from businesspersons under the guise of “stamp duty” for arranging loans at low interest rates, but failed to deliver on their promises, effectively defrauding investors.

Search operations conducted under Section 17 of the PMLA in August 2025 revealed that between October 2024 and July 2025, the accused had mobilized approximately ₹49 crore through newly created dummy firms. These funds were allegedly collected from various businessmen on the pretext of facilitating loans and were later diverted for personal expenses, private business ventures, and routed through shell entities to conceal their origin.

In August 2025, the ED had already seized and frozen proceeds of crime worth about ₹9.5 crore — including bank accounts, boats, and engines — during earlier search operations. Continuing its investigation, the agency has now attached immovable property valued at ₹2.14 crore belonging to Roshan Saldanha and a bank account of M/s P M Enterprises holding ₹70.8 lakh, identified as part of the illicit proceeds.

An ED spokesperson stated that further investigation is underway to trace the complete money trail, identify other beneficiaries, and determine the extent of the financial network used in the fraudulent scheme.
