DoT Launches Online Portal for Telecom Authorisations and Licence Migration

The Department of Telecommunications (DoT) has launched an online portal to facilitate applications for new telecom service authorisations and the migration of existing licence holders to the new authorisation-based regime under the Telecommunications Act, 2023. The government said the initiative marks a significant step toward establishing a more transparent and digitally driven regulatory framework for the telecom sector.

The move follows the notification of new rules on June 23, 2026, governing authorisations for providing telecom services as well as the migration of existing licences to the new statutory authorisation framework.

According to the Ministry of Communications, the new system has been implemented on the principle of “Digital by Design,” as envisaged under the Telecommunications Act, 2023. To support this transition, dedicated online application modules have been made operational for both fresh authorisations and licence migration.

Under the new framework, the government will be able to grant authorisations directly to applicants who meet the prescribed eligibility criteria and comply with the applicable terms and conditions. The change is expected to streamline and digitise the approval process for telecom service providers.

The new model replaces the existing Unified Licence framework, under which telecom operators entered into a formal bilateral licensing agreement with the Department of Telecommunications. Under that system, any unilateral changes made by the government could potentially be challenged by operators before courts or tribunals as contractual disputes.

With the new statutory authorisation regime, telecom service authorisations will be governed directly by legal provisions rather than contractual agreements. The government believes this will create a clearer, more uniform, and efficient regulatory structure while simplifying administrative procedures and modernising the licensing framework.

Telecom industry experts believe the online portal will accelerate application processing, reduce paperwork, and make regulatory compliance easier for service providers. The digital platform is also expected to improve transparency through streamlined application management, monitoring, and record-keeping.

Policy experts describe the implementation of the Telecommunications Act, 2023 as a major milestone in India’s telecom regulatory reforms. They believe the new framework will support the adoption of emerging technologies, encourage greater investment in digital communications infrastructure, and create a more efficient, predictable, and technology-driven regulatory environment for the telecom sector.
