New Delhi October 30, 2025: In a major digital reform aimed at tackling the surge in cybercrime, Delhi Police will roll out an ‘e-FIR’ (Electronic First Information Report) system from November 1, 2025, allowing victims of cyber fraud involving ₹1 lakh or more to register complaints instantly.

No More Delays — E-FIR at Every Police Station
Until now, cyber fraud victims were required to call the national helpline 1930 or register complaints via the cybercrime.gov.in portal — a process often criticized for delays and limited follow-up. Under the new system, every police station in Delhi will host an integrated cyber help desk, enabling victims to directly file complaints in person.
If the reported fraud amount is ₹1 lakh or higher, the help desk official will immediately generate an e-FIR. The details will then be digitally transmitted to the respective Cyber Police Station, Crime Branch, and Intelligence Fusion & Strategic Operations (IFSO) Unit for prompt investigation and fund recovery.
Threshold Reduced from ₹10 Lakh to ₹1 Lakh
Previously, e-FIR registration was permitted only for cyber financial frauds exceeding ₹10 lakh.
However, with a sharp increase in cases ranging between ₹1 lakh and ₹10 lakh — often involving digital scams, fake investments, and UPI-related fraud — many victims faced procedural hurdles and long delays. Responding to public feedback, Delhi Police has now lowered the threshold to ₹1 lakh, ensuring faster registration and intervention at the local level.
Three-Tier Investigation Mechanism
The new e-FIR system will follow a three-tier investigation model, involving:
- Regional Cyber Police Stations,
- Crime Branch, and
- Intelligence Fusion & Strategic Operations (IFSO) Unit.
Each case will be handled with the same seriousness as a conventional FIR. The system integrates digital verification, real-time tracking, and automated escalation mechanisms to ensure no delay in investigation or fund tracing.
Wide Coverage of Cyber Offences
The initiative will cover a broad range of cyber and financial crimes, including:
- Online investment and trading scams
- UPI, e-wallet, and payment app frauds
- Fake loan app and credit scams
- Identity theft, social media hacking, and digital extortion
- Cryptocurrency and online trading frauds
Upon registration, the police will coordinate with financial institutions to freeze suspicious accounts and initiate fund recovery procedures without delay.
