Delhi: In a troubling revelation, a complaint against Rau’s IAS Study Circle for holding classes in an unauthorized basement location has surfaced, nearly a month before a tragedy struck the coaching center, Rau’s IAS. A student from the institute had filed a complaint with the Delhi government on June 26, alleging that the classes were being conducted without obtaining the necessary no-objection certificate (NOC) from the authorities. The student further alleged that a high-level official in the Municipal Corporation of Delhi (MCD) had accepted bribes to allow the violation to continue.
The complainant had urged the Delhi government to take strict action against Rau’s IAS Study Circle for running classes in the basement, which posed significant safety risks. Despite having a fire NOC, the basement classes were not approved by the authorities, highlighting a severe lapse in regulatory oversight. The complaint pointed to systemic corruption within the MCD, where officials allegedly received bribes to ignore the illegal operations.

The critical situation came to light following the death of three students who were trapped inside the flooded basement of the institute. This incident has drawn widespread attention to the hazardous conditions under which the students were studying. The complainant highlighted the broader issue of many coaching institutes and paying guest accommodations running unauthorized operations in basements, which often get flooded during rains.
Several students have since protested against the poor living and studying conditions in the area, which is considered a hub for coaching institutes. They have pointed out the crumbling infrastructure, lack of emergency exits, and proper ventilation in the basements. The tragic deaths have sparked an outcry among students, who feel their complaints to the MCD were ignored.
Delhi Fire Services (DFS) chief Atul Garg acknowledged that Rau’s IAS Study Circle had the fire NOC but noted that the basements’ location at road level exacerbates the flooding issue. The coaching centre had installed iron gates and used plastic wraps to prevent water entry, but these measures failed during the heavy rains. Students have expressed deep frustration and fear, stating that their lives are at risk, and authorities have been unresponsive to their concerns.
