CM Yogi Orders Suspension of IAS Officer Devi Sharan Upadhyay Over Land Allocation Irregularities

Lucknow: The Uttar Pradesh government has suspended IAS officer Devi Sharan Upadhyay following allegations of irregularities in the allocation of land plots in Aligarh. Upadhyay, a 2012 batch IAS officer, was appointed as a Member Judicial of the Revenue Council in Prayagraj in July 2022.

The allegations against Upadhyay date back to his tenure in Aligarh, where he reportedly manipulated the allocation of 35 land plots. It is alleged that Upadhyay issued orders in contravention of established rules to favor certain individuals. The Aligarh district administration had initially rejected these allocations, but Upadhyay, using his authority, overturned these decisions.

The controversy came to light when the Divisional Commissioner of Aligarh lodged a complaint against Upadhyay. Following an inquiry, the Department of Personnel issued an order on July 13, 2024, reinstating Upadhyay to the Revenue Council post in Prayagraj. However, due to the seriousness of the allegations, Uttar Pradesh Chief Minister Yogi Adityanath directed his suspension.

In accordance with the Chief Minister’s zero-tolerance policy towards corruption, a high-level committee has been constituted to investigate the matter thoroughly. During the suspension period, Upadhyay will remain associated with the Revenue Council but will not be assigned any official duties until the investigation concludes.

This action is part of the state’s ongoing efforts to enforce accountability and integrity within the administrative framework, ensuring that officials adhere to legal and ethical standards.

Devi Sharan Upadhyay was also allegedly involved in a mining scam during the Samajwadi Party government’s tenure. He served as the Chief Development Officer of Azamgarh at that time. In a late-night move, the Uttar Pradesh government cracked the whip on three bureaucrats, including Upadhyay, whose premises were raided by the Central Bureau of Investigation (CBI) in connection with the alleged irregularities in awarding mining leases in Uttar Pradesh. The CBI had registered a case against them, leading to their removal from their posts.
