₹12 Crore Fake Tender Scam Unearthed at Ordnance Equipment Factory; CBI Registers Four FIRs

The Central Bureau of Investigation (CBI) has uncovered an alleged ₹12 crore fake tender scam at the Ordnance Equipment Factory (OEF), Hazratpura, in Firozabad, registering four separate FIRs against 10 accused, including former senior factory officials and private contractors. The alleged irregularities occurred between 2022 and 2025, during which procurement rules were allegedly manipulated to award contracts to favoured firms in violation of established procedures.

According to the CBI, those named in the FIRs include former Chief General Manager Amit Singh, former Junior Works Managers Deepesh Gupta and Manoj Kumar, tailor Raghunandan Sharma, MSM Enterprises proprietor Santosh Kumar, Dev Traders proprietor Kapil Kumar Pandey, Ajit Gautam, MK Industries partners Ravindra Singh and Vijay Ratan, and Firozabad-based glass businessman Raj Kumar Mittal.

Investigators allege that the accused manipulated the tendering process by using factory computer systems and internet protocol (IP) addresses to facilitate the submission and processing of bids in favour of selected companies. In return, public servants allegedly received illegal gratification, including cash, flight tickets for trips to South Korea and monetary transfers into the bank accounts of their spouses.

The first FIR relates to contracts worth approximately ₹5.67 crore awarded to MSM Enterprises. According to the agency, the firm allegedly secured around 50 tenders despite lacking the required technical qualifications. The CBI alleges that forged experience certificates were used and that tender conditions were modified in violation of Central Vigilance Commission (CVC) guidelines to favour the company.

The second FIR concerns contracts worth around ₹5.26 crore allegedly awarded to MK Industries (MK Hitech Private Limited). Investigators claim that the company existed largely on paper and that no operational business activity was found at its registered address in Faridabad during verification. Despite this, it allegedly received 17 contracts from the factory.

The third FIR pertains to purchases made through the Local Purchase Committee (LPC). The CBI alleges that Ayush Enterprises and Urban Wall obtained 29 tenders using fabricated quotations. According to investigators, both firms were allegedly controlled by Ajit Gautam in the names of his wife, Bhawna Gautam, and son, Ayush Gautam. The agency further alleges that Deepesh Gupta was repeatedly nominated to the LPC to facilitate the award of contracts to these firms.

The fourth FIR involves alleged bribery of approximately ₹30 lakh in connection with unauthorised construction inside the factory’s security zone. Investigators allege that businessman Raj Kumar Mittal was permitted to construct an 18-foot-high, 300-metre-long concrete wall only about 20 feet from the factory boundary, despite security restrictions.

The CBI is also examining the financial trail, procurement records, digital evidence and communication between the accused to determine the full extent of the alleged conspiracy. Investigators are assessing whether additional individuals or firms benefited from the alleged manipulation of the procurement process.

The Ordnance Equipment Factory, Hazratpura, is part of Troop Comforts Limited, a Defence Public Sector Undertaking under the Ministry of Defence. The facility manufactures specialised equipment, uniforms, parachutes and camouflage nets for the Indian Armed Forces.

The investigation remains ongoing. All allegations are subject to investigation and judicial proceedings, and the guilt or innocence of the accused will be determined by the competent court based on the evidence presented.
