The Central Bureau of Investigation (CBI) has achieved a major breakthrough by arresting Shameem K.K., an absconding accused in a high-profile double murder case that took place in Abu Dhabi in March 2020. The accused was caught from Chennai, Tamil Nadu, after remaining on the run for several years. A Look Out Circular (LOC) had also been issued against him due to his prolonged absconding.
This arrest is connected to the Shafa Sharif Murder Case registered by the Kerala Police as Case No. 280/2022, on 10 May 2022. Since Shameem was missing, the trial court separated proceedings related to him and marked them as CP No. 4/2025.

Case Transferred to CBI on High Court Orders
Acting on directions of the Kerala High Court, the CBI registered the case on 3 November 2022. The FIR handed over to the agency belonged to Crime No. 422/2022 of Nilambur Police Station, which pertained to the murder of two Indian nationals—Haris Thathamma Parambil and Dency Antony—in Abu Dhabi on 05 March 2020.
Given the international and sensitive nature of the case, the High Court instructed CBI to conduct a comprehensive and impartial investigation.
Business Rivalry Led to a Murder Conspiracy
According to the CBI’s investigation, deceased Haris was running a business consultancy in Abu Dhabi. During this time, he became acquainted with Shaibin Ashraf, another businessman. Over time, jealousy and business rivalry grew between them.
The probe revealed that Shaibin Ashraf conspired to eliminate Haris to take over his business, assets, and financial savings.
Key findings of the investigation include:
- Shaibin financed other accused persons and sent them to Gulf countries
- He planned the murder in advance
- On 05 March 2020, Haris and Dency Antony, who lived with him in the same flat, were killed
- The crime scene was manipulated to make the deaths appear as a suicide
This conspiracy was allegedly executed with the involvement of multiple accomplices, including Shameem K.K.
Charge Sheet Filed Against Eight Accused
After completing the investigation, CBI filed a detailed charge sheet on 10 October 2024 against Shaibin Ashraf and seven other accused persons, naming Shameem K.K. as an absconding accused.
To locate him, authorities issued an LOC, monitored travel records, and worked on multiple intelligence inputs. After sustained efforts, he was successfully traced to Chennai and arrested.
Officials believe that Shameem’s arrest will help strengthen the prosecution’s case and may uncover additional links in the criminal conspiracy.
Next Steps: Court Production and Further Legal Proceedings
CBI will now produce the accused before the competent court and seek further custody for interrogation, if required. According to officials, this arrest reinforces India’s commitment to tackling complex international crimes and ensuring that fugitives do not escape justice.
The agency emphasized that it will continue tracking criminal networks operating across borders and bring all conspirators before the law.
