An Agra doctor couple has accused a builder family of fraud after plots purchased in Shastripuram were allegedly found to be agricultural land. Police are examining sale deeds, ownership records, a ₹78 lakh settlement and subsequent threat allegations.

Agra: A case of alleged fraud involving ₹78 lakh has been reported in Uttar Pradesh’s Agra, where a builder couple and their son have been booked on a complaint by a doctor couple. The accused have been identified as Jitendra Kumar Mangla, his wife Rekha Mangla and their son Nikhil Mangla, residents of Lawyers Colony. The complainant, Dr Anil Mittal, a resident of Kamla Nagar, alleged that the accused took money from him and his wife in 2015 for plots in Shastripuram and subsequently registered land that was allegedly agricultural and had no connection with Prerna Construction Private Limited.

According to the complaint, Dr Anil Mittal purchased a plot in 2015 from Jitendra Kumar Mangla and Rekha Mangla, who were associated with Prerna Construction Private Limited. On February 4, 2015, a registered sale deed was executed for a 178.50-square-metre plot for ₹16.45 lakh. On February 13, 2015, another plot of the same size was registered in the name of Dr Mittal’s wife, Sarita Mittal, for ₹16.45 lakh. The couple allegedly paid ₹32.90 lakh for the two plots. In addition, around ₹2.50 lakh was spent on stamp duty and other charges.

Reality of land allegedly discovered during construction

The complaint states that no-objection certificates for both plots were issued in 2017. However, the actual status of the land allegedly came to light when the doctor couple later planned construction on the properties.

According to Dr Mittal, when he reached the site in July 2021 to begin construction, he allegedly found agricultural activity instead of developed plots. Local inquiries reportedly indicated that the land was agricultural and had no connection with Prerna Construction. The complainant alleged that Jitendra Mangla and Rekha Mangla prepared documents for land that they allegedly did not own and used them for registering the plots.

A complaint was subsequently made in August 2021. Discussions over repayment followed, and efforts were made to resolve the dispute through a settlement.

₹78 lakh settlement allegedly reached

According to the complainant, a settlement was reached on October 1, 2021, at the residence of a then sitting legislator in the presence of mediators. Under the settlement, the accused allegedly agreed to pay ₹78 lakh to the doctor couple. A registered agreement was subsequently executed on November 9, 2021.

As per the complaint, the agreement provided for monthly interest of ₹78,000 from October 1, 2021, and repayment of the principal amount at ₹10 lakh per month from April 1, 2022. The settlement also allegedly included a condition regarding the provision of two flats.

The complainant alleged that despite the agreement, neither the agreed amount was paid nor were the flats provided. Repeated requests for repayment allegedly failed to produce any result.

Threat allegations after repayment demand

Dr Anil Mittal further alleged that when he demanded his money on May 18, 2026, the accused allegedly refused to make the payment. He also alleged that the accused subsequently threatened to kill him and implicate him in a false case.

Based on the complaint, an FIR has been registered against Jitendra Kumar Mangla, Rekha Mangla and Nikhil Mangla. Investigators are examining the sale deeds, land ownership records, payment documents and records related to the settlement reached in 2021.

Land ownership and documents under investigation

The investigation will also determine who actually owned the disputed land, what connection the accused had with the property and on what basis the documents used for the alleged plot registrations were prepared.

Police are also examining the registered agreement and the extent to which its terms were followed. The alleged threats and the circumstances surrounding the failure to repay the agreed amount are also part of the investigation.

Further action will be based on the documentary evidence and other facts emerging during the probe. If the allegations are substantiated, action will be taken under the applicable legal provisions.
