Amritsar: The Enforcement Directorate (ED) has sought the registration of a First Information Report (FIR) over suspected financial irregularities and questionable transactions involving the purchase of land in Amritsar, Punjab, by the Punjab Cricket Association (PCA).
The agency has raised concerns over an extraordinary increase in the land’s price within a few months, prompting demands for an investigation into the circumstances surrounding the transaction.
According to the details of the case, two real estate developers purchased agricultural land in a village in Amritsar between August and November 2025 at an approximate rate of ₹15 lakh per acre. In February 2026, the developers allegedly sold the same land to the Punjab Cricket Association for approximately ₹3 crore per acre.
The difference between the reported purchase and resale prices has drawn scrutiny from the investigating agency. The transaction raises questions about how the land’s valuation increased so sharply over such a short period and whether the deal involved any financial irregularities.

Nearly 20-Fold Increase in Land Price Raises Questions
The reported figures indicate that the developers acquired the agricultural land at around ₹15 lakh per acre and subsequently sold it for approximately ₹3 crore per acre.
This represents an increase of nearly 20 times the original acquisition price within a period of a few months. The substantial difference has become a key point of concern in the case.
The ED is seeking a formal criminal investigation to establish the circumstances under which the land was purchased and subsequently transferred to the cricket association at the significantly higher price.
However, the price difference alone does not establish that a criminal offence occurred. Investigators would need to examine the land’s location, market value at the relevant times, development potential, applicable approvals and the terms of the transaction to determine whether the deal involved any wrongdoing.
ED Seeks Registration of FIR
The Enforcement Directorate has sought the registration of an FIR by the relevant investigating agency or police authorities to facilitate a detailed examination of the transaction.
The proposed investigation is expected to focus on the sequence of land purchases, the resale arrangements and the basis for the substantial increase in the reported price. Investigators may also examine the financial transactions and documentation associated with the deal to establish whether the acquisition and resale complied with applicable laws.
The agency’s move signals concern over possible financial irregularities in the transaction. A formal case would allow the competent authorities to investigate the facts, identify the parties involved and determine whether any criminal liability arises.
At this stage, the reported allegations should not be treated as proof of wrongdoing by the developers or the Punjab Cricket Association. The circumstances surrounding the transaction and the reasons for the sharp increase in the land’s price remain matters requiring investigation.
Transaction Under Scrutiny
The central issue is the substantial gap between the price reportedly paid by the developers and the amount subsequently paid by the Punjab Cricket Association.
The agricultural land was allegedly purchased for around ₹15 lakh per acre during August-November 2025 before being sold in February 2026 for approximately ₹3 crore per acre. The short interval between the two transactions has raised questions about the valuation process and the financial arrangements involved.
A detailed investigation would be required to determine whether the resale price reflected legitimate changes in the land’s value or whether the transaction involved irregularities warranting criminal action.
The registration of an FIR, if ordered by the competent authorities, would mark a formal step towards establishing the facts. The findings of the investigation would determine whether the deal involved violations of law and whether further legal proceedings are justified.
The case has brought the Punjab Cricket Association’s land acquisition in Amritsar under scrutiny, with the ED seeking a formal investigation into the reported financial irregularities. The focus now remains on verifying the transaction details, assessing the land valuation and establishing whether any unlawful activity took place.
