JSSC-CGL Exam Raises Questions Over Confidentiality as Investigation Traces Paper Leak to Printing Press and ASO Recruitment

Ranchi: The Criminal Investigation Department’s inquiry into the Jharkhand Staff Selection Commission’s Combined Graduate Level examination has uncovered evidence pointing to a paper leak originating from a printing press in Manesar, Haryana. Investigators found that two employees of ICN, the agency contracted to conduct the recruitment drive, had direct access to confidential materials. One employee, Rahul Kumar, allegedly used his mobile phone to photograph question sheets during the printing process and shared them via WhatsApp, while a second employee, Sameer Kumar, memorized the test contents, appeared for the examination, and secured selection as an Assistant Section Officer.

​Digital Evidence Places Key Suspects at Manesar Press

​Technical and physical records retrieved by the CID confirm the presence of the two agency employees at the Manesar printing facility during the preparation phase. Factory visitor registers seized by the agency contain Rahul Kumar’s name and contact number, corroborating mobile tower location data and call detail records collected by investigators. Both individuals were assigned to duties involving the supervision, printing, and packaging of confidential exam papers. Investigators are analyzing extracted digital exchanges to map out the recipients of the leaked mobile images and determine how the circulated materials were handled.

​Travel Bookings and Shared Accommodation Point to Coordination

​The probe has highlighted logistical links among key figures associated with the examination conduct. Travel records show that Sameer Kumar journeyed from Delhi to Ranchi alongside other associates linked to the examination, with airfare sponsored by co-accused Somansh Prakash, a director of ICN. The CID, which previously arrested both Somansh and Rahul Kumar, established that the two men shared an apartment in Delhi. According to investigators, the photographed questions passed through Rahul before reaching Mithilesh Singh, Sanand Prakash, Naveen Kishore, and other individuals now named in the ongoing investigation.

​Banking Records Under Review as Probe Traces Paper Trail

​Financial scrutiny has extended to personal bank accounts linked to Sameer Kumar, where investigators identified two suspicious Unified Payments Interface transfers totaling 98,000 rupees and 30,000 rupees. The CID is verifying the origin and purpose of these funds to establish whether they relate directly to the paper distribution network. Officials emphasized that travel payments and electronic remittances are being evaluated alongside printing logs, phone records, and movement histories to reconstruct the conspiracy and determine the full scale of unfair advantages secured during the recruitment drive.
