Wrong E-Challan Complaints Go Online Under New UP Transport System

Lucknow. Vehicle owners will no longer have to visit transport department offices to challenge incorrect e-challans, such as a challan issued at a different location while the vehicle was parked at home, a four-wheeler challan issued against a two-wheeler’s registration number, or a challan issued despite no violation. The transport department has launched an online facility to challenge wrong e-challans. Through a new feature added to the Next Gen E-Challan app, vehicle owners can file a complaint from home within 45 days of the challan being issued. The complaint is required to be disposed of within 30 days.

Until now, vehicle owners had to visit the concerned office to raise an objection against an incorrect challan or any other issue related to it. Under the new system, the entire process has been brought online, which is expected to reduce the time required to file and resolve complaints. Grievance Redressal Officers (GROs) have also been appointed to examine and dispose of challenged challans.

Complaint must be filed within 45 days

Under the new system, vehicle owners can file an online objection within 45 days from the date the challan was issued. They will have to use the new feature available on the Next Gen E-Challan app. The complaint can include details of the objection and any supporting evidence available with the vehicle owner. The concerned officials will then examine the case.

According to the department, complaints will be disposed of within 30 days. The objective is to ensure timely resolution of complaints related to incorrectly issued challans. The new system also fixes responsibility for the officials handling challan-related complaints, allowing pending cases to be monitored.

No objection means payment within 75 days

If a vehicle owner has no objection to a challan, the amount must be paid within 75 days from the date it was issued. If the owner challenges the challan and the decision goes against them, the prescribed amount must be deposited within four months from the date of issuance.

Under the departmental procedure, vehicle owners can also appeal before a court by depositing 50 per cent of the challan amount. If the payment is not made within the prescribed period and no further action is taken through the available process, RTO-related services for the vehicle may be blocked.

Fitness, transfer and renewal services can be blocked

Failure to pay the challan within the stipulated period can lead to several RTO services being stopped for the concerned vehicle. These include fitness certification, transfer of ownership and renewal-related services. This means a pending challan could affect other vehicle-related work as well.

The transport department said the new system is expected to bring greater timeliness to challan disposal and help reduce the number of pending cases. It is also expected to improve departmental revenue by ensuring that challan payments are made within the prescribed period.

Payment of old challans unavailable for two days

Along with the launch of the new system, the National Informatics Centre (NIC) has updated the Next Gen E-Challan app. NIC officials are currently carrying out data migration to transfer old records to the new system. As a result, services related to older challans will remain affected for some time.

According to the department, payments for old challans through the app will not be possible until Friday. The old data will also not be visible on the portal for the next two days. Once the data migration is completed, information related to old challans will become available under the new system.

RTO Enforcement officer Prabhat Pandey said the new system came into effect from midnight on Wednesday. According to him, the new arrangement will ensure timely disposal of challans and is also expected to improve departmental revenue. He said payment of old challans through the app would remain unavailable until Friday due to the ongoing data migration.

Old e-challan system discontinued

The old e-challan system for vehicles in Uttar Pradesh was also discontinued from Wednesday night. The decision was taken to complete pending work under the earlier system and transfer the old data to the new platform.

The Traffic Directorate had directed all concerned police officials to upload receipts related to court proceedings and Lok Adalats. According to the department, this data was entered into the system by Wednesday night. The remaining pending records from the old e-challan system are now being transferred to the new system.

Once the new system becomes fully operational, vehicle owners will not need to visit transport department offices to challenge an incorrect challan. However, they will have to comply with the prescribed 45-day deadline for filing a complaint and the subsequent deadlines for payment or appeal. The department has also stated that if negligence is found at any stage in the new system, responsibility will be fixed on the concerned official.
