Jharkhand’s JAP-IT has invited bids for a ₹75.60 crore CCTV-based surveillance project covering 606 police station buildings and 24 District Control Rooms across the state.
The proposed system envisages around 9,006 IP-based cameras, along with recording infrastructure, connectivity, viewing terminals and long-term maintenance.
The tender carries an earnest money deposit of ₹1.50 crore and will use the L1-cum-Reverse Auction method for selection. The project involves system integration, testing and commissioning, followed by five years of comprehensive on-site warranty and maintenance from the date of go-live.
Around 9,006 Cameras Planned Across 606 Police Stations
The scope covers turnkey supply, installation, testing and commissioning of IP-based CCTV systems, along with five years of operations and maintenance. Surveillance infrastructure will be deployed across 606 police stations, while viewing terminals will be installed at 24 District Control Rooms.
The system is required to provide 12 months of native-resolution recording, with provision to expand storage to 18 months. The project also includes FTTH connectivity, a centralised helpdesk, training and service-level agreement-based maintenance.
The pre-bid meeting was scheduled for September 10, 2026, at 3 pm, while the deadline for bid submission is September 21, 2026, at 3 pm.

₹150 Crore Average Turnover Among Bidder Requirements
The tender specifies participation by standalone bidders, with consortiums and joint ventures not permitted. Eligible bidders must be an Indian company, LLP or PSU that has been in existence for at least 10 years.
Applicants are required to have an average annual turnover of ₹150 crore from IT, ITES, system integration or electronic security during the last three audited financial years. They must also have maintained a positive net worth in each of those three financial years.
Experience requirements include similar work during the previous seven financial years. A bidder must have completed either one project worth at least ₹70 crore, two projects worth at least ₹45 crore each, or three projects worth at least ₹35 crore each. Such projects must have involved at least 1,000 IP cameras per project and a minimum of one year of operations and maintenance for government, PSU or public sector bank clients, with subcontracted works excluded.
Technical Score and Proof of Concept Required
Bidders must have at least 300 technical personnel on their rolls and hold ISO 9001:2015 and ISO/IEC 27001 certifications. The tender also requires bidders to qualify as Class-I or Class-II local suppliers under Make in India provisions.
Cameras and network video recorders are required to meet the specified STQC/MeitY and BIS requirements. The successful setup must also include a local office and spares warehouse in Ranchi, or an undertaking to establish these within 30 days of the letter of intent.
The evaluation process requires bidders to secure a technical score of at least 70 out of 100. A pass-or-fail proof of concept is also required before financial bids are opened.
