A property fraud case has been reported in Lucknow, where a businessman from Kunda in Pratapgarh has accused six people, including a mother and her son, of allegedly cheating him of ₹1.50 crore on the promise of selling a property on Vidhan Sabha Marg. The Kaisarbagh police have registered a case against the named accused and several unidentified people following the victim’s complaint and have started an investigation.
According to the complaint, the businessman, Arif Khan, met Kaisarbagh residents Raziya Khatoon, her son Aamir Mustafa and Mohammad Kamil in 2022. Raziya is currently living in Mumbai. The three allegedly told Khan that they owned a property on Vidhan Sabha Marg and wanted to sell it. They reportedly proposed developing a commercial complex on the property, following which negotiations for the sale began.
Khan was subsequently introduced to Kamil’s brother Ghulam Murtaza, sister Shaista and Siraj Qureshi. The victim claims that the property deal was finalised for ₹1.50 crore and an agreement was executed. The proposed plan was to use the property for commercial development and construct a complex there.
Sale Deed Remained Pending for Four Years
Khan alleged that the people claiming ownership of the property were required to pay municipal taxes, have the property recorded in their names and subsequently execute the sale deed in his favour. However, despite nearly four years having passed, the ownership-related formalities were allegedly not completed and the sale deed was never executed.
The businessman said he began seeking details about the status of the transaction and the property documents after the delay continued. During his inquiries, he allegedly discovered that several other partners were also connected with the property. He alleged that this information was not disclosed to him when the deal was negotiated.
The victim has claimed that the property’s ownership structure was therefore materially different from what had initially been represented to him. The alleged concealment of information became a key part of his complaint to the police.
Representative Allegedly Assaulted
The complaint further states that around two months ago, Kamil and his family members allegedly called Khan for discussions regarding the dispute. Instead of going personally, the businessman sent his representative, Tariq, to meet them.
Khan alleged that Tariq was assaulted during the meeting. Following the incident, the businessman approached the police and sought action against those allegedly involved in the property transaction and the subsequent dispute.
Based on the complaint, police registered a case against Raziya Khatoon, Aamir Mustafa, Mohammad Kamil, Ghulam Murtaza, Shaista and Siraj Qureshi, along with three to four unidentified people, under sections related to cheating and other alleged offences.
Investigators are examining the property records, agreement documents, details of the alleged ₹1.50 crore payment and information concerning the people claiming an interest in the property. Police will also verify the actual ownership structure and determine whether the allegations of concealment, financial fraud and assault are supported by documentary and other evidence.
The investigation is ongoing, and the allegations against the accused are yet to be established. Further action will be taken on the basis of evidence collected during the investigation.
