Rajasthan Cracks Down on Alleged Crop Insurance Fraud Across Multiple Districts

The Rajasthan Agriculture Department has launched strict action following allegations of large-scale fraud under the Pradhan Mantri Fasal Bima Yojana. Preliminary investigations in several districts have reportedly found the use of forged documents, incorrect crop-loss assessment reports and land records belonging to other farmers to obtain crop insurance claims. Following the seriousness of the allegations, authorities have begun action against suspicious claims. Police complaints have been registered in several cases, while insurance companies have been directed to withhold payments linked to suspicious bank accounts.

Insurance Claims Allegedly Prepared Using Forged Documents

The investigation has found that, in some cases, names other than those of genuine farmers were allegedly entered into crop insurance records. Forged documents and incorrect land records were reportedly used to enter information on the insurance portal, after which claims were submitted for alleged crop losses.

In some instances, the same survey number or details of agricultural land belonging to another person were allegedly used to obtain multiple insurance policies. This has raised suspicion that farmer and land-related records available under the scheme may have been misused to prepare fraudulent claims in a systematic manner.

Based on departmental complaints and preliminary findings, police action has been initiated in the cases under investigation. Investigators are also collecting details of bank accounts into which insurance claim amounts were allegedly transferred or were scheduled to be transferred. Financial transactions are being examined to establish possible links between the suspected fraud network and the alleged beneficiaries.

e-Mitra Operators and Middlemen Under Investigation

The investigation is not limited to the alleged beneficiaries of fraudulent claims. The Agriculture Department and police are also examining the role of e-Mitra operators, private middlemen and employees at relevant levels who are suspected of assisting in entering incorrect information or preparing documents.

Insurance companies have been instructed to identify claims containing discrepancies in records or supporting documents and stop their payments. If the involvement of any individual, agent, organisation or employee is established during the investigation, legal as well as departmental action may follow. Authorities may also recover amounts allegedly obtained through fraudulent means.

Digital Land Records to Strengthen Verification

The Agriculture Department is also working to strengthen the online verification system to reduce the possibility of fraud in the crop insurance scheme. The department is moving towards integrating the scheme’s online portal with digitised land records maintained by the Revenue Department. The objective is to digitally verify details related to farmers, land and crops at the application stage.

Under the proposed system, ownership and other relevant details of land are expected to be verified before the land record is used for an insurance application. The department believes this could help prevent irregularities such as multiple insurance claims being generated against the same survey number or land belonging to another farmer being used for a claim.

Action Against Those Found Guilty

The department has indicated that strict action will be taken against anyone found involved in the alleged fraud during the investigation. Insurance agents found involved in irregularities may be blacklisted, while departmental proceedings could be initiated against employees found responsible for violations.

Police and departmental officials are currently examining the links between forged documents, crop-loss assessment reports, insurance policies and bank accounts. The investigation will determine the actual scale of the alleged fraudulent claims and the financial loss, if any, caused to the government scheme.

If the allegations are established, authorities are expected to initiate recovery of the money allegedly obtained through fraudulent claims along with criminal proceedings against those found responsible. The ongoing investigation is also likely to determine whether the irregularities were isolated incidents or part of a wider network operating across multiple districts.
