Karnataka has initiated discussions with artificial intelligence company Anthropic to explore the use of AI in preventing fraud across government systems, strengthening cybersecurity and expanding AI-driven education and research. The move is part of the state’s broader strategy to position itself as a global hub for responsible artificial intelligence while improving governance, digital security and innovation.
The proposal emerged during a meeting between Karnataka Deputy Chief Minister D K Shivakumar and a delegation from Anthropic at Vidhana Soudha in Bengaluru. The delegation was led by Michael Sellitto, Head of International Policy at Anthropic, while Karnataka’s Minister for Electronics, Information Technology and Biotechnology, as well as Rural Development and Panchayat Raj, Priyank Kharge, facilitated the discussions as part of the state’s engagement with leading global AI companies.
According to officials, the meeting focused on developing a comprehensive AI ecosystem in Karnataka, with particular emphasis on applying artificial intelligence to improve public administration, enhance cybersecurity and support scientific research. One of the key issues discussed was the use of AI to detect and prevent fraud in government systems, where advanced technologies could help identify suspicious transactions, monitor anomalies and reduce financial and administrative risks.
Shivakumar also highlighted the need to strengthen the security, confidentiality and integrity of examination systems managed by government departments and educational institutions. The discussions explored the possibility of using AI to improve the preparation and handling of question papers, thereby reducing the risk of paper leaks, unauthorized access and other examination-related frauds. Officials said ensuring secure digital processes for public examinations remains one of the state’s major priorities.
Beyond governance, the meeting outlined Karnataka’s long-term vision of creating a robust AI ecosystem centred in Bengaluru. The state government proposed establishing a dedicated AI university, expanding large-scale skill development programmes and promoting deep-tech innovation through partnerships with industry and academia. Officials said the initiative aims to prepare a highly skilled workforce capable of supporting India’s growing AI economy.
Both sides also discussed introducing AI-focused certification programmes, including certifications related to Anthropic’s Claude AI platform, under Karnataka’s NIPUNA initiative. The objective is to create one of the country’s largest pools of AI-certified professionals by equipping students, researchers and working professionals with practical knowledge of advanced AI technologies.
Healthcare and life sciences emerged as another major area of collaboration during the discussions. The state proposed working with premier academic institutions, including the Indian Institute of Science (IISc), to accelerate AI-driven scientific research. Anthropic expressed interest in supporting research initiatives and higher education programmes that apply artificial intelligence to solve complex scientific and healthcare challenges.
The Karnataka government further proposed providing subsidized access to Anthropic’s Claude AI platform for universities and higher educational institutions, including Visvesvaraya Technological University (VTU). Officials believe wider access to advanced AI tools would strengthen research capabilities, improve classroom learning and encourage innovation among students and faculty members.
Responsible deployment of artificial intelligence also remained a central theme of the discussions. Both sides emphasized that future AI adoption should incorporate strong safeguards against cyber threats while ensuring the protection of citizens’ personal data and maintaining transparency in government applications. Officials said balancing innovation with privacy, security and ethical standards would remain fundamental to any future collaboration.
The meeting also explored opportunities to support Karnataka’s vibrant start-up ecosystem. Anthropic expressed willingness to engage with more than 20,000 start-ups based in the state, particularly those working in deep-tech and artificial intelligence. Discussions included potential collaborations with public institutions and non-governmental organizations to ensure AI technologies generate wider social and economic benefits beyond commercial applications.
Officials said the two sides also discussed setting clear milestones for the first 100 days of any proposed partnership, reflecting their intent to move quickly from discussions to implementation. While no formal agreement has been announced, the meeting signals Karnataka’s continued efforts to leverage global AI expertise to strengthen governance, improve cybersecurity, enhance education and accelerate technological innovation across the state.
