The Central Bureau of Investigation (CBI) has filed its first chargesheet in the alleged ₹75.34 crore embezzlement case linked to the Chandigarh Renewable Energy Science and Technology Promotion Society (CREST), marking a significant escalation in the high-profile financial fraud probe. The chargesheet was submitted before a special CBI court, naming 13 accused, including five bank officials, two government employees associated with CREST, two shell companies, and four private individuals. All accused are currently in judicial custody.

Chargesheet Names 13 Accused

According to the investigation agency, the case is not merely a financial irregularity but part of a well-structured criminal network allegedly designed to siphon off public money through coordinated manipulation of banking channels and institutional access. The CBI has alleged that funds deposited in CREST’s official accounts were unlawfully diverted with the alleged involvement of bank officials and public servants, followed by layering through shell entities to ultimately route the money into private hands.

The chargesheet details that the entire transaction chain was executed as part of a pre-planned criminal conspiracy involving cheating, criminal breach of trust, forgery, and offences under the Prevention of Corruption Act, 1988. The agency has further indicated that the network may be wider, and additional individuals could be implicated as the investigation progresses.

Shell Companies Under Scanner

Investigators have also pointed out that the funds were allegedly moved through multiple stages to obscure their origin. The public money was first withdrawn from official accounts, then routed through several shell companies, and finally transferred to private beneficiaries. This multi-layered structuring, according to the CBI, was intended to bypass standard banking oversight mechanisms and internal compliance checks.

The CBI informed the court that this case forms one of three major financial scams uncovered across Haryana and Chandigarh involving alleged misuse of government funds and systemic corruption. The agency has confirmed that the investigation is still ongoing and further supplementary chargesheets may be filed as more evidence emerges.

Banking Nexus Alleged

The case has raised serious concerns over regulatory oversight within banking systems and public institutions. Experts believe that beyond financial irregularities, there is a pressing need for stronger digital monitoring and audit mechanisms to detect complex fraud structures. Renowned cybercrime expert and former IPS officer Prof. Triveni Singh noted that modern financial frauds increasingly rely on exploiting weaknesses in banking systems, stating that organized groups often identify vulnerabilities and use multi-layered transactions to make fund tracing extremely difficult.

Following the revelations in the CREST scam, investigators have intensified scrutiny of financial records, bank logs, and digital transaction trails linked to the case. Officials believe that further major disclosures are likely in the coming days, potentially exposing wider involvement of individuals and institutions.

All 13 accused remain in judicial custody, and the upcoming court proceedings are expected to focus on detailed arguments over the chargesheet. The investigation agency has emphasized that the case may represent not just a standalone financial fraud, but part of a broader organized economic crime network, the full extent of which is yet to be uncovered.
