Cyber fraud cases in Rajasthan have been steadily rising, increasing from approximately 80,000 cases in 2023 to around 1.25 lakh by 2025. To address this growing challenge and provide rapid assistance to victims, the state government has decided to establish the Rajasthan Cyber Crime Coordination Centre (R4C).

Chief Minister Bhajanlal Sharma announced the initiative on January 10 during an appointment letter distribution ceremony at RPA, in the presence of Union Home Minister Amit Shah. The project is estimated to cost ₹100 crore. Alongside police personnel, the centre will also include technical experts and nodal officers from banks.

275 Experts to be Deployed at the Centre

R4C will be led by an IG-rank officer, under whom a DIG, 4 SPs, 5 ASPs, 7 DSPs, 8 inspectors, and 7 technical experts will operate. In total, 275 personnel will be dedicated to monitoring cybercrime and initiating immediate action.

The primary objective of the centre is to begin action as soon as a cybercrime report is received, ensuring faster relief for victims. Selected personnel will receive technical training from I4C and other institutions nationwide. These trained experts will then provide training to other team members posted at the centre.

Faster Relief and Monitoring through R4C

Currently, cyber fraud reports reach I4C, which forwards the information to the state nodal agency, then to districts, and finally to police stations. This lengthy process often delays FIR registration and makes money recovery challenging. With R4C operational, information will reach police stations directly, enabling timely assistance to victims.

Rajasthan is poised to become the first state in India to establish a centre modeled on the Indian Cyber Crime Coordination Centre (I4C) at the central level.

Key Aspects of Immediate Action and Relief

  • 1. Instant access to information.
  • 2. Reduced procedural steps for quicker response.
  • 3. Faster compensation to victims.
  • 4. Public awareness initiatives.
  • 5. Blocking illicit fund transfers.
  • 6. Strict action against perpetrators.

Over the past three years, cyber fraud cases in Rajasthan have been rising by approximately 25,000 annually. The establishment of R4C aims to address this surge effectively, ensuring victims receive timely support while adhering to standard operating procedures.

Focus on Security and Prevention

R4C will leverage data analytics to identify potential threats, provide immediate responses, and strengthen overall cybersecurity. Police and technical experts will track perpetrators, while bank representatives will monitor transactions and freeze suspect accounts. A brief note of each case will be sent to the relevant police station or district cyber cell, enabling FIR registration, recovery of funds, and legal action against accused individuals.

With the implementation of R4C, Rajasthan is expected to see a significant improvement in the speed and effectiveness of cybercrime response. The centre represents a major step forward in positioning the state as a leader in digital payment security and online safety initiatives.
