The Uttar Pradesh government has dismissed former District Social Welfare Officers Manoj Kumar Shukla of Amethi and Harsh Mewar of Hardoi following serious allegations of corruption and financial irregularities. This decisive action reflects the state’s commitment to administrative accountability and transparency within government departments.

PhonePe Extortion & Caste-Based Abuse

In Amethi, the head clerk of the department filed a complaint alleging that on December 26, 2024, Manoj Kumar Shukla summoned him to his chamber, forcibly took his mobile phone, obtained his PhonePe password, and transferred ₹40,000 to the account of his wife, Dr. Anju Shukla. The complaint also cited the use of caste-based bias and derogatory language during the incident.

A preliminary inquiry confirmed that the head clerk’s bank account was misused for the forced transfer. Following verification of these allegations, Manoj Kumar Shukla was immediately suspended and removed from his post in Amethi. A senior official from the Social Welfare Department was appointed as the investigating officer, who conducted a detailed probe and validated the evidence.

Hardoi Financial Irregularities: Tender Process Violations

In Hardoi, Harsh Mewar faced accusations of bypassing proper tender processes for employee salaries and payments, violating financial regulations by executing work through quotations, and ignoring standard procurement rules. The investigation confirmed these violations, highlighting a clear neglect of departmental protocols, raising questions about financial and administrative discipline under his tenure.

UP Govt Dismissal: Zero Tolerance for Corruption

The state government, after obtaining the approval of the Uttar Pradesh Public Service Commission, finalized the dismissal of both officers. The action sends a strong signal that corruption and procedural violations will not be tolerated and emphasizes the government’s commitment to protecting departmental operations and employee interests.

The inquiry report revealed that the involvement of the former officers in Amethi and Hardoi had led to serious breaches of departmental procedures. Their dismissal reinforces the message that adherence to rules and financial discipline is mandatory under all circumstances.

Experts noted that maintaining transparency and taking timely action strengthens administrative accountability. High-level monitoring and strict enforcement are essential to prevent corruption and ensure financial discipline within government departments.

This is not the first instance of action against departmental officers in Uttar Pradesh for corruption and procedural lapses. The cases in Amethi and Hardoi underscore the importance of inquiry, transparency, and accountability as crucial components of administrative reform.

The dismissals send a clear message to government employees and officers across the state that violations of rules and laws will not be tolerated. Moving forward, departmental processes and financial oversight will be closely monitored and enforced rigorously.

Analysts and administrative observers suggest that such measures not only deter corruption but also strengthen public trust in government institutions. The state government’s actions serve as a warning to other officials that any form of irregularity or breach of protocol will be met with strict consequences.

Path Forward: Vigilance and Administrative Reform

The Amethi and Hardoi cases highlight the need for continuous vigilance, proactive investigations, and strict compliance with financial and procedural rules to maintain administrative integrity. The decisive steps taken by the government demonstrate its intent to enforce transparency, accountability, and ethical conduct at all levels of administration.
