The investigation into the money laundering and investment fraud case linked to Shine City Group promoter Rashid Naseem may extend to individuals who allegedly helped conceal or manage the money obtained through fraud. Officials said that analysis of nearly 80 FIRs has indicated that several members associated with Naseem’s network attempted to control the funds collected from investors through different channels. New suspects are being identified based on bank records and statements of victims.
Intermediaries and Businessmen Probed
Investigating agencies believe that this fraud case may involve not only the company’s promoter but also intermediaries, agents and some real estate businessmen whose roles appear suspicious. It is alleged that billions of rupees were collected from thousands of investors through attractive land investment schemes and later diverted into other businesses. The probe has also revealed that some influential individuals connected to the network gained financial benefits and rapidly accumulated property.

Rashid Associates Under Scrutiny
Sources said that several names linked to Naseem’s close associates and financial transactions may emerge during his interrogation. The roles of Amitabh Srivastava, the company’s local director currently lodged in Lucknow jail, his wife Meera Srivastava and some land dealers are also under investigation. Officials said that every suspect is being examined through multiple FIRs registered against them.
Agent Commissions and Fund Diversion
It has been reported that investors were lured through the company’s marketing and agent network by promises of car gifts, high returns and land booking schemes. In several cases, agents are alleged to have been paid large commissions for promotion, while the investors’ money was allegedly transferred to other locations instead of being invested in projects.
Nepal Arrest and Purvanchal Expansion
The investigation has also revealed that Rashid Naseem was arrested in Nepal around 2017 but later became involved in legal controversies related to bail and lobbying efforts. During that period, complaints about fraud in several Shine City projects increased and the number of investors in the Purvanchal region grew rapidly. Agent networks were reportedly active in Varanasi, Lucknow, Azamgarh and nearby districts.
ED Money Laundering Angle
According to Enforcement Directorate officials, the probe is being expanded from the perspective of money laundering. Authorities are trying to trace which bank accounts received the investors’ money and who indirectly benefited from it. The investigation is also examining whether some real estate developers and white-collar individuals used this money to purchase land or commercial properties.
Organised Fraud Network Suspected
Experts say that the layers of economic crime in this case are complex and the possibility of an organised fraud network cannot be ruled out. Agencies believe that if interrogation reveals more names of associates, arrests and asset seizure actions may follow.
Officials have indicated that the scope of the investigation may expand further in the coming days. To provide justice to the victims, bank accounts are being thoroughly examined and the potential for recovery of the defrauded money is also being assessed.
