Government Unveils India’s First Comprehensive Anti-Terror Policy ‘PRAHAR’

The Central government on Monday released the country’s first comprehensive national anti-terrorism policy, titled ‘PRAHAR’. Issued by the Union Home Ministry, the policy aims to establish a coordinated, intelligence-driven and robust framework to tackle terrorism, radicalisation and emerging security threats.

Against the backdrop of rising terror activities in recent years, including the Pahalgam terror attack in which 26 people were killed, the government reiterated its “zero tolerance” approach towards terrorism. Thousands of suspected social media accounts have also been blocked for allegedly spreading extremist content and aiding radicalisation efforts.

Focus On Drone And Cyber Threats

The policy document highlights cross-border terrorism as well as emerging threats such as the use of drones for smuggling weapons, cash and narcotics. The government acknowledged that the misuse of technology has become a significant tool for terrorist organisations.

Recruitment, propaganda and glorification of jihad through cyberspace have been identified as major challenges. According to the policy, terror networks are increasingly using online platforms for communication and indoctrination, necessitating enhanced digital surveillance and swift enforcement action.

Terrorism Not Linked To Any Religion

The Home Ministry clarified that India does not associate terrorism with any particular religion, caste, country or civilisation. However, the document notes that certain neighbouring countries have used terrorism as an instrument of state policy.

The policy strongly condemns all forms of terrorism and asserts that it cannot be justified on religious, ideological or ethnic grounds under any circumstances.

Better Coordination Among Agencies

A key objective of the ‘PRAHAR’ policy is to improve coordination among various government agencies. Emphasis has been laid on strengthening intelligence-sharing mechanisms, conducting joint operations and enhancing rapid response systems.

The government stated that combating terrorism requires integrating the strengths of different departments. The strategy also seeks to deepen cooperation between central and state agencies, along with reinforcing international collaboration in counter-terror efforts.

Emphasis On Societal Participation

The policy advocates a “whole-of-society” approach, stressing that terrorism cannot be eliminated solely through security operations. Addressing the root causes of radicalisation within society is considered equally important.

Measures such as preventing youth radicalisation, curbing extremist content online and promoting awareness campaigns have been incorporated into the broader framework.

Core Objective: Preventing Terror Attacks

The primary goal of the policy is to safeguard Indian citizens and national interests by preventing terror attacks before they occur. It also calls for calibrated and swift responses based on the nature of threats, alongside building a long-term security architecture.

According to the Home Ministry, ‘PRAHAR’ is not merely a reactive doctrine but a comprehensive strategy rooted in prevention, intelligence strengthening and global cooperation.

The government maintains that through this policy, a decisive and coordinated “strike” against terrorism and radicalisation will be ensured.
