Artificial Intelligence (AI), long promoted as a productivity and innovation engine, may soon emerge as the world’s most serious cybersecurity threat, according to a new warning issued by IBM.
In its latest cybersecurity outlook, IBM cautions that AI will not only empower external attackers but also create dangerous internal vulnerabilities through poorly governed deployments, autonomous agents operating without oversight, and widespread misuse by employees.
The report makes a blunt assessment: nearly every major cyber risk on the horizon now revolves around AI.
Autonomous AI Is Breaking Traditional Security Models
IBM warns that security systems designed for human-paced decision-making are ill-equipped to deal with AI agents that operate at machine speed.
Autonomous bots can:
- Make decisions without human approval
- Generate new sub-agents
- Move laterally across systems
This forces organisations to rethink cybersecurity from the ground up.
“Security must shift from periodic checks to continuous validation and monitoring of AI behaviour,” the report states.

One of the most immediate risks identified is Shadow AI — employees quietly using unapproved AI tools for work.
IBM warns that this practice can result in:

The company recommends that organisations provide approved, governed AI platforms, allowing innovation without sacrificing data security.
Deepfakes and Biometric Spoofing Are Undermining Identity
Deepfake audio, video and voice cloning are rapidly eroding trust in identity verification systems.
IBM notes that:
- Facial recognition can be fooled
- Voice authentication can be cloned
- Identity checks based on “what you sound or look like” are no longer reliable
The report argues that digital identity systems must be treated like critical national infrastructure, requiring AI-specific defences and layered verification.
Autonomous Agents Are Exposing Sensitive Data Faster Than Ever
AI agents do not just process data — they learn, adapt and expand.
IBM warns that in complex AI environments:
- It becomes unclear which agent accessed which data
- Data may cross system boundaries unintentionally
- Traditional audit trails fail
The solution, the report says, is agent-to-agent traceability, ensuring every action taken by AI can be tracked, reviewed and reversed if necessary.
When ‘AI Did It’ — Who Is Accountable?
A major governance gap highlighted by IBM is responsibility.
Traditional compliance frameworks struggle to answer:
- Why did an AI take a specific action?
- Who authorised it?
- Was it within policy?
As AI systems increasingly delegate tasks and generate new agents, organisations must define clear accountability models — or risk legal, financial and reputational fallout.
Quantum Computing Is Forcing a Cryptography Race
IBM also flags quantum computing as a looming accelerant of cyber risk.
As quantum capabilities advance, today’s encryption standards may become obsolete. IBM urges organisations to build crypto-agility — the ability to rapidly switch algorithms, keys and certificates.
“Quantum-safe encryption is not optional — it is inevitable,” the report warns.
Humans, Not Systems, Are Now the Weakest Link
Perhaps the most striking conclusion is that humans are now the primary attack surface.
Cybercriminals increasingly exploit:
- Helpdesks
- Password reset workflows
- Account recovery processes
Groups such as Scattered Spider have demonstrated how impersonation and psychological manipulation can defeat even strong technical controls — and AI has made such attacks faster, cheaper and more convincing.
Bottom Line: Control Matters More Than Capability
IBM’s conclusion is unambiguous:
AI will make organisations faster, smarter and more efficient — but without governance, traceability and accountability, it could become the most dangerous cyber risk ever created.
The company urges immediate action, including:
- Clear AI usage policies
- Employee awareness and training
- Stronger identity and access controls
- Quantum-ready cryptography
- Robust AI-specific incident response frameworks
Without these safeguards, IBM warns, AI-driven cybercrime will not be a future problem — it is already here.
