Income Tax Department issues new directive — failure to link by deadline may disrupt ITR filing, tax refunds, KYC, and banking transactions

New Delhi: If you haven’t yet linked your Permanent Account Number (PAN) with your Aadhaar, it’s time to act. The Income Tax Department has issued a fresh directive making PAN-Aadhaar linkage mandatory by December 31, 2025.

After this date, any PAN that remains unlinked will be deemed “inoperative” from January 1, 2026, effectively freezing the holder’s ability to carry out key financial and tax-related transactions.

According to the department, this rule applies to all individuals who were allotted PAN on or before July 1, 2017, and who are eligible to obtain an Aadhaar number.

Impact of PAN becoming inoperative

Once a PAN becomes inoperative, it will affect several crucial financial operations. The Income Tax Department has cautioned that such taxpayers will face restrictions in filing their Income Tax Returns (ITR), receiving tax refunds, and completing KYC-based banking and investment activities.

  • ITR filing blocked: Individuals will not be able to file income tax returns, and previously filed returns may not be processed. Refunds due will remain on hold.
  • Higher TDS/TCS deduction: Under Sections 206AA and 206CC, taxpayers without an active PAN will face higher tax deduction or collection rates.
  • Invalid Forms 15G/15H: Senior citizens and savings account holders may lose interest exemptions under these forms.
  • KYC disruption: Banking, mutual fund, stock trading, and insurance services may be temporarily suspended due to KYC failure.
  • Refund and credit delays: Tax refunds and related interest payments may get delayed or disallowed.

The Income Tax e-filing portal offers a simple and quick process to link PAN and Aadhaar without even logging in.

Step-by-step guide:
1. Visit the official e-filing portal: https://www.incometax.gov.in
2. Click on the “Link Aadhaar” option on the homepage.
3. Enter your PAN, Aadhaar number, and name as per Aadhaar.
4. Verify using OTP sent to your registered mobile number.
5. If you missed previous deadlines, pay a ₹1,000 penalty via the e-Pay Tax section.
6. Submit the linking request.

The link status usually gets updated on the portal within 3–5 working days, and taxpayers can verify it using the “Know Your Link Status” feature.

If your PAN is already inoperative

Taxpayers whose PAN has already been marked inoperative can still reactivate it by following these steps:

1. Log in to the Income Tax e-filing portal.
2. Pay the ₹1,000 reactivation fee through the e-Pay Tax option.
3. Complete the PAN-Aadhaar linking process.
4. Your PAN will be reactivated within 30 days of successful submission.

Tax experts advise avoiding major financial or investment transactions during this interim period, as KYC validation may fail until the reactivation is processed.

Why PAN-Aadhaar linking is important

The government aims to strengthen “One Identity – One Verification” by integrating Aadhaar with PAN. This move is intended to curb tax evasion, duplicate PANs, and fraudulent investment accounts, ensuring better transparency in the financial ecosystem.

A senior Finance Ministry official said,

“PAN-Aadhaar linkage enhances digital verification and prevents misuse of multiple PANs. It improves transparency in taxation and helps track financial transactions more efficiently.”

Who is exempted

Certain categories are exempt from mandatory linking, including:

  • Non-Resident Indians (NRIs)
  • Foreign citizens without Aadhaar
  • Residents of Jammu & Kashmir, Assam, and Meghalaya, where Aadhaar coverage is not universal

All other taxpayers are required to complete the linking before the deadline.

No plans to extend the deadline

Sources in the Finance Ministry have indicated that there is no proposal to extend the deadline further. The government has already provided multiple extensions in previous years, and this one is expected to be final.

From January 1, 2026, the system will automatically mark all unlinked PANs as inoperative, thereby disabling access to several tax and financial services until compliance is achieved.
